1.                   Proclaim the Week of March 22nd through March 28th, 2009 as Tsunami Preparedness Week in Humboldt County. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

2.                   Resolution Urging Citizens to Attend the 71st Annual Redwood Region Logging Conference March 19th - 21st, 2009. (Supervisor Clendenen)

RECOMMENDATION: Adopt the Resolution.

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Clerk of the Board

1.                   Approval of the Board Orders - Meeting of March 10, 2009.

RECOMMENDATION: That the Board of Supervisors approve the Board orders, and authorize the Clerk of the Board and the Board Chair, to sign the Minute Book in accordance with California Government Code Section 25103.

County Administrative Office

2.                   Local Fire District Allocation for Fiscal Year 2008-09 for Telegraph Ridge Fire Protection District. (Prop 172 Funds - $542.00)

RECOMMENDATION: That the Board of Supervisors authorizes the Chair of the Board to execute the agreement with the Telegraph Ridge Fire protection District for revenue - sharing of the County's FY 2008-09 Proposition 172 (Prop 172) funding.

3.                   Letter of Support to Amend Senate Bill (SB) (Wolk) 676 Reforming the Public Records Act.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to send a letter of support to author Senator Lois Wolk to amend SB 676.

Health and Human Services - Social Services Branch

4.                   Temporary Salary Increase In Accordance with Section 7 of the Humboldt County Salary Resolution.

RECOMMENDATION: It is recommended that the Board of Supervisors authorize temporary increase in compensation for Senior Fiscal Assistant, Lanae Henderson, of 10 salary ranges, beginning January 11, 2009 and continuing until a classification study of her position has been completed, pursuant to Section 6 of the Humboldt County Salary Resolution.

5.                   Approval to Exercise the Option to Extend Lease at the K'ima:w Medical Center, in Hoopa.

RECOMMENDATION: That the Board of Supervisors approve exercising the option to extend the lease executed September 19, 2000 and amended on May 17, 2005 with k'ima:w Medical Center, an entity of the Hoopa Valley Tribe, for the Social Services Branch, for office space located at K'ima:w Medical Center, in Hoopa; Authorize Real Property to send a notice to Lessor that County is exercising the option to extend the lease; and Direct the Clerk of the Board to return on executed Board Agenda Item to Real Property.

Personnel

6.                   Adopt Revised Class of Senior Administrative Analyst/Senior Administrative analyst Trainee.

RECOMMENDATION: That the Board of Supervisors Adopt Resolution No. ____ approving the Amendment to the Compensation Plans for Management and Confidential Employees and Elected and Appointed Officials for fiscal years 2008-2009, 2009-2010, and 2010-2011; and Approve the revised class specification and job title for Senior Administrative Analyst/Senior Administrative Analyst Trainee (Salary Range 441/359, class 0605) effective March 22, 2009.

Public Works

7.                   Extension of Extra-Help Hours for Robert Hemsted, Felina Hernandez and William Spurling.

RECOMMENDATION: That the Board of Supervisors extend extra-help employment hours for Robert Hemsted, Felina Hernandez, and William Spurling by 1000 hours to a maximum of 1960 hours for fiscal year 2008-2009 pursuant to Section 7 of the Humboldt County Salary Resolution.

8.                   Construction of Storm Damage Repairs on Benbow Drive at PM 0.95: Project No.: FEMA CA DR 1628 PW-1595, Contract No. 206268

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications and direct the Clerk of the Board to advertise the above - mentioned project as required by Section 22037 of the California Public Contract Code with bids to be opened on Tuesday, April 14, 2009 at 2:00 P.M.

9.                   Silver Creek Estates Subdivision, APN 511-431-62, McKinleyville

RECOMMENDATION: That the Board of Supervisors declare the subdivision as complete, and accept and approve the subdivision map for filing with the County Recorder; Accept the dedications to the County of Humboldt of Parcel A1 (McKinleyville Avenue), Parcel A2 (Allie Court), and parcel D, all for public utilities and Parcel J for drainage, and reject Parcel A1 (McKinleyville Avenue), Parcel A2 (Allie Court) for public road purposes, all as shown on the subdivision map; Accept the Overflight Easement granted to the County of Humboldt via the attached easement deed executed by the subdividers; Direct the Clerk of the Board to sign the subdivision map on behalf of the Board; and Direct the Clerk of the Board to transmit the subdivision map, Overflight Easement, and the Conveyance & Agreement to the County Recorder.

10.               Construction of Storm Damage Repairs on Thomas Road at PM 2.70: Project No.: FEMA CA DR 1628 PW-2078, Contract No. 206211.

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications and direct the Clerk to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code with bids to be opened on Tuesday, April 14, 2009 at 2:00 P.M.

11.               Extension of Lease with Johnson's Mobile Solutions. ($435.00 Monthly)

RECOMMENDATION: That the Board of Supervisors approve exercising the option to extend the lease with Johnson's Mobile Solutions for one year for the modular located at 1106 Second Street; Authorize Real Property to notify Lessor that County is exercising the option to extend the lease for one year through June 30, 2010; and Direct the Clerk of the Board to return one executed agenda item to Real Property.

12.               Transfer from Road Fund Contingencies to Support Charges to Road Administration / Business Budget Unit.

RECOMMENDATION: That the Board of Supervisors approve the attached transfer in the amount of $53,141.00 from Road Fund Contingencies to support Information Services, A-87, Central Services and Expense Transfer charges to the Road Fund Administrative / Business Budget Unit.

13.               Establish a Trust Fund for Passenger Facility Charge Number Nine (PFC-9).

RECOMMENDATION: That the Board of Supervisors approve establishment of an interest - bearing Trust Fund for deposit of Passenger Facility Charges (PFC) collected from the PFC-9 application and direct the Auditor-Controller to set up a new fund titled "Passenger Facility Charge - 09", with fund number 3993.

Sheriff

14.               Request for Waiver of 960 Hour Limit for Extra Help Legal Office Assistant Joel Segall (Budget Unit 1100243) Pursuant to Section 7 of the Humboldt County Salary Resolution.

RECOMMENDATION: That the Board of Supervisors approve an increase in extra help hours for Legal office assistant Joel Segall from 960 Hours to 1400 Hours pursuant to Section 7 of the Humboldt County Salary Resolution.

E.                  DEPARTMENT REPORTS

Community Development - Economic Development

1.                   Approval of the Headwaters Fund Board's Loan Award of $515,000 Supporting the Arcata/Eureka Airport Improvement Program (AIP-34) Grant to Comply with the Federal Aviation Administration's (FAA) Current Runway Safety Area Standards.

RECOMMENDATION: That the Board of Supervisors review and approve the Headwaters Fund Board's recommended Community Investment fund (CIF) loan of $515,000 to support the final design and construction of runway safety area (RSA) improvements at the Arcata/Eureka Airport; and Authorize the Chair for the Board to sign the loan contract when completed, after review and approval by County Counsel and Risk Management.

County Administrative Office

2.                   Standing Item --- State Budget Update. 

Public Works

3.                   Children's and Family Services Building Design for Humboldt County Department of Health and Human Services, Project Number 170015.

RECOMMENDATION: That the Board of Supervisors authorize the Public Works Director to advertise and distribute a Request for Proposal (RFP) for Professional Services for the Children's and Family Services Building Design.

Sheriff

4.                   Approval of U.S. Department of Commerce Award, through the California Emergency Management Agency, of $118,430 to Humboldt County for the Acquisition and Installation of Tsunami Siren Warning Equipment.

RECOMMENDATION: That the Board of Supervisors approve the subgrant award to Humboldt County from the U.S. Department of Commerce through the California Emergency Management Agency; Approve attached supplemental budget in the Sheriff's budget 1100274, Office of Emergency Services (OES), in the amount of $118,430 to install new and retrofit old tsunami siren warning equipment; and Adopt the attached resolution authorizing the Chair of the Board of Supervisors or the Sheriff to sign subgrant documents from the Federal Department of Commerce and subgranted through California Emergency Management Agency.
