B.                  SUPPLEMENTAL ITEM

1.                   Authorization to Hire Consultant to write CDBG Grant for Humboldt Creamery Association

RECOMMENDATION: That the Board of Supervisors authorize Board Chair to sign a contract, which is substantially similar to the attached contract, with a consultant to write a Community Development Block Grant (CDBG Over the Counter (OTC) Application for the Humboldt Creamery Association, after review and approval by County Counsel and Risk Management; and Authorize the Community Development Services Director to sign Contract Amendments to the initial contract, after review and approval by County Counsel and Risk Management.

C.                  SPECIAL PRESENTATIONS

1.                   Fourteenth Annual Godwit Days Spring Migration Festival. (Supervisor Lovelace)

RECOMMENDATION: Adopt the Proclamation.

2.                   Resolution Recognizing the Orick Rodeo, July 11th and 12th, 2009. (Supervisor Duffy)

RECOMMENDATION: Adopt the Resolution.

3.                   Proclaim April 12 - 18, 2009 as Public Safety Telecommunications Week. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

4.                   Proclaim April 2009 as Child Abuse Prevention and Awareness Month. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

5.                   Proclamation Recognizing April 2009 as Fair Housing Month. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

D.                  CONSENT CALENDAR

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Action to change Humboldt County's Membership within the California State Association of Counties (CSAC) from the Suburban Counties Caucus to the Rural Counties Caucus. (Supervisor Lovelace)

RECOMMENDATION: Affirm that Humboldt County chooses to be a member of CSAC's Rural Counties Caucus, and authorize Chair to sign letter notifying CSAC of the change.

District Attorney

2.                   Approve Appropriation Transfer in District Attorney's Budget Unit 1100 205 to Clear Mid-Year Edits. ($51,112)

RECOMMENDATION: That the Board of Supervisors approve an appropriation transfer to clear mid-year charges by transferring funds from object and fixed asset accounts within the same budget unit.

Health and Human Services - Mental Health Branch

3.                   Reciprocal Transfer Agreement with Redwood Memorial Hospital for Fiscal Years 2008-09, 2009-10 and 2010-2011.

RECOMMENDATION: That the Board of Supervisors review and approve the Agreement between Humboldt County and Redwood Memorial Hospital, Fiscal Years 2008-09, 2009-10 and 2010-2011; and Authorize the Department of Health and Human Services - Mental Health Branch Director to sign the attached agreement effective March 1, 2009.

4.                   Agreement with Davis Guest Home for Fiscal years 2008-09 and 2009-10.

RECOMMENDATION: That the Board of Supervisors approve the Agreement with Davis Guest Home, Fiscal Years 2008-09 and 2009-10;  Authorize the Chair of the Board to sign three copies of the attached Agreement effective March 1, 2009; and Direct the Clerk of the Board to return two signed copies of this Agreement to Mental Health Branch Administration.

5.                   Reciprocal Transfer Agreement with St. Joseph Hospital for Fiscal Years 2008-09, 2009-10 and 2010-2011.

RECOMMENDATION: That the Board of Supervisors review and approve the Agreement between Humboldt County and St. Joseph Hospital, Fiscal Years 2008-09, 2009-10 and 2010-2011; and Authorize the Department of Health and human Services - Mental Health Branch Director to sign the attached Agreement effective March 1, 2009.

6.                   Request for Extension of Extra-Help Hours for Budget Units 1170-424 and 1180-431.

RECOMMENDATION: That the Board of Supervisors approve the extensions of extra-help hours for budget Unit 1170-424 and Budget Unit 1180-431, pursuant to section 6 of Humboldt county Resolution effective immediately as follows: Marijke Brown, Office Assistant I, Ciara Weaver, Office Assistant I and May Yang, Children's Center Specialist, all to a maximum of 1960 hours: and Chyanne Mckenney, Children's Center Specialist, Kimberly Harris, Mental Health Clinician and Aimen Belker, Mental Health Worker I all to a maximum of 1460 hours.

7.                   Memorandum of Understanding with Crestwood Behavioral Health, Inc. to Provide a Safe, Secure Location in Case of the Need to Evacuate Patients from Sempervirens Inpatient Facility in the Event of a Fire or Disaster.

RECOMMENDATION: That the Board of Supervisors review and approve the attached agreement between Humboldt County and Crestwood Behavioral Health, Inc. for Fiscal Years 2008-2009 to 2011-2012; and Authorize the Mental Health Branch Director of the Department of Health and Human Services to sign the attached agreement.

Health and Human Services - Public Health Branch

8.                   License Agreement with North Coast Unified Air Quality Management District for Placement of Air Quality Monitoring Devices on the Roof of (Assessor's Parcel No. 001-194-002,) the Public Health Main Building 529 I Street.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chairperson to execute the License Agreement with North Coast Unified Air Quality Management District (NCUAQMD); and Direct the Clerk of the Board to return one executed original to Real Property for transmittal to Licensee.

Personnel

9.                   Revised Class Description for Assistant Director of Psychiatric Nursing and Dissolution of the Eligibility List for Assistant Director of Psychiatric Nursing.

RECOMMENDATION: That the Board of Supervisors approve the revised class description for Assistant Director of Psychiatric effective upon approval; and Approve the dissolution of the current eligibility list for Assistant Director of Psychiatric Nursing effective upon the establishment of a new eligibility list.

Public Works

10.               Construction of Old Arcata Road between KP 6.07 &10.86 (PM 3.77 & 6.75): Project No. RSTPL 5904(033), Contract No. 980700.

RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to sign Contract Change Orders Number 4, 5, and 6 for the total amount of $332,940.18.

11.               Adoption of Ordinance - Amending Sections 246-2 and 246-3(a) and Adding Sections 246-3(h) Relating to Public Works Director, Adding Sections 246.5-1 through 246.5-5 Related to County Surveyor, to the Humboldt County Code, and Repealing Ordinance No. 311 Relating to County Surveyor.

RECOMMENDATION: That the Board of Supervisors Adopt Ordinance No. ______ amending Sections 246-2 and 246-3(a) and adding sections 246-3(h) relating to Public Works Director, adding sections 246.5-1 through 246.5-5 related to County Surveyor, to the Humboldt County Code, and repealing Ordinance No. 311 relating to County Surveyor.

E.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Presentation on Upcoming California State Bar Legal Conference. (Supervisor Lovelace)

RECOMMENDATION: Receive the presentation and take appropriate action, if required.

F.                  DEPARTMENT REPORTS

County Administrative Office

1.                   Standing Item --- Federal and State Budget Update.

RECOMMENDATION: Hear report and take action as appropriate.

District Attorneys

2.                   Recovery Act: Rural Law Enforcement Assistance Grant.

RECOMMENDATION: That the Board of Supervisors Approve the Attached grant application and sign the attached certificates for the Rural Law Enforcement Assistance grant; and Direct the Clerk of the Board to return the certificates to Chief Michael Hislop so they may be processed with the grant application.

G.                 MATTERS SET FOR TIME CERTAIN
