3.                   Certificate of Recognition to Dao Vang, the Boys and Girls Club of the Redwoods 2009 Youth of the Year. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign Certificate of Recognition.

4.                   Proclaim the Week of April 25- May 2, 2009 as Infant Immunization Week and May, 2009 as Toddler Immunization Month in Humboldt County. (Supervisor Duffy)

RECOMMENDATION: Adopt the Proclamation.

5.                   Proclaim Tuesday, April 28th, 2009 as Equal Pay Day in Humboldt County.             (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation

6.                   Certificate of Recognition for Students who Coordinated the Relay For Life Fund Raising Youth Event (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign the Certificate of Recognition.

Board of Supervisors

1.                   Appointment of Debi Farber-Bush to the Human Rights Commission. (Supervisor Smith)

RECOMMENDATION: Approve the appointment of Debi-Farber-Bush to the Human Rights Commission.

2.                   Letter of Appreciation to Bud Tillinghast for Serving on the Human Rights Commission. (Supervisor Neely)

RECOMMENDATION: Authorize Chair to sign Letter of Appreciation.

Community Development Services

3.                   Extension of 960 Hour Limit for Extra Help Employee Dawn Elsbree.

RECOMMENDATION: That the Board of Supervisors approve the waiver of 960 hour limit for extra help employee, Dawn Elsbree, up to 1,920 hours pursuant to Section 7 of Humboldt County Salary Resolution.

County Administrative Office

4.                   Board Direction on Budget

RECOMMENDATION: That the Board of Supervisors approve in concept the idea of an internal loan, secured by State reimbursement for mandates under Senate Bill (SB) 90 (1972), as part of the solution to the county's General Fund deficit for Fiscal Year (FY) 2009-10, and direct staff to return with a Resolution memorializing the loan as part of the FY 2009-10 budget adoption package; and Direct the County Administrative Office to perform a detailed analysis of employee overtime and extra help expenditures, including options that may be used to curtail such spending, and return to the Board with findings and recommendations.

District Attorney

5.                   Workers' Compensation Grant Application.

RECOMMENDATION: That the Board of Supervisors approve the attached grant application and sign the attached board resolution; and Direct the Clerk of the Board to return the resolution to Chief Michael Hislop so it may be processed with the grant application.

Health and Human Services - Mental Health Branch

6.                   Recognition of Donations made to Healthy Moms Program, Budget Unit 1180-431, Department of Health and Human Services, Alcohol and Drug Fund.

RECOMMENDATION: That the Board of Supervisors accept donations made to the Department of Health and Human Services - Mental health Branch (DHHS-MHB) Health Mom's Program from Soroptomist International of Humboldt Bay.

7.                   Request for Extension of Extra Help hours for Budget Unit 1170-424.

RECOMMENDATION: That the Board of Supervisors approve the extension of  extra-help hours for Budget Unit 1170-424 pursuant to section 7 of the Humboldt County Resolution effective immediately as follows: Erin Klein, Mental Health Worker I to a maximum of 1460 hours and Clare Adams, Children’s Center Specialist I to a maximum of 1960 hours.

8.                   Agreement by and between County of Humboldt and Traditions Behavioral Health for Fiscal Year 2009-10. ($73,574.00)

RECOMMENDATION: That the Board of Supervisors approve the attached agreement with Traditions Behavioral Health for Fiscal year 2009-10; Authorize the Chair to sign the attached Agreement with Traditions Behavioral Health for Fiscal Year 2009-10; and Direct the Clerk of the Board to return two signed copies of the agreement to Mental Health Branch Administration.

Health and Human Services - Public Health Branch

9.                   Extension of Extra-Help Hours for One Office Assistant I Personnel in Fund 1175, Budget Unit 400, Public Health Branch, Fiscal Year 2008-2009.

RECOMMENDATION: That the Board of Supervisors approve the extension of extra-help hours for Karen Steinbach, Offices Assistant I to a maximum of 1920 hours during fiscal year 2008-2009 in Fund 1175, Budget Unit 400, Public Health, Pursuant to Section 7 of the Humboldt county Salary Resolution effective immediately.

Probation

10.               Fiscal Year 2009-2010 Daily Detention Bed Rate for the Northern California Regional Facility.

RECOMMENDATION: That the Board of Supervisors adopt the fiscal year 2009-2010 Northern California Regional Facility (NCRF) daily detention bed rate in the amount of $178.10.

Public Works

11.               Construction of Storm Damage Repairs on Mattole Rd. (FC3010) PM 6.33 Project No. ER-4400(011), Contract No. 206255.

RECOMMENDATION: That the board of Supervisors: Approve the plans and specifications; and Direct the Clerk to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code with bids to be opened on Tuesday, May 26, 2009 at 2:00 PM.

12.               Contract Change Order Limits Signature Authority.

RECOMMENDATION: That the Board of Supervisors adopt the attached resolution authorizing the Public Works Director/Road Commissioner/ County Engineer to approve change orders in accordance with Public Contract Code 20142.

13.               Construction of Storm Damage Repairs on Alderpoint Rd (F6B165) at PM 43.28 - 43.315; Project No. ER-4400(053); Contract No. 206379.

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications; and Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code with bids to be opened on Tuesday, May 26, 2009 at 2:00 PM.

Sheriff

14.               Resolution approving the Application for State Off-Highway Vehicle Grant.

RECOMMENDATION: That the Board of Supervisors adopt a resolution approving the application for State Off-Highway Vehicle Grant; and Direct the Clerk of the Board to return to the Sheriff's Office, Attention Linda Modell, for submission to the State.

Treasurer-Tax Collector

15.               Extension of Standby Purchase Agreement with U.S. Bank National Association and J.P. Morgan Chase Bank - Animal Shelter.

RECOMMENDATION: That the Board of Supervisors approve the extension of the agreement and authorize the Chair of the Board of Supervisors to sign the extension of the standby purchase agreement with U.S. Bank National Association and J.P. Morgan Chase bank after consultation with the County Administrative Officer and Treasurer-Tax Collector.

County Administrative Office

1.                   Standing Item --- Federal and State Budget Update.

RECOMMENDATION: Hear report and take action as appropriate.

Code Enforcement

2.                   Cost Recovery Assessment: County vs. Michael Duclo & Carolyn Morgan A.P.# 081-051-027

RECOMMENDATION: That the Board of Supervisors confirm the Findings and Order Confirming  Account Assessment; and authorize the Chair of the Board to sign the Findings and Order Confirming Account and Assessment.

Personnel

3.                   Coroner Selection Process

RECOMMENDATION: That the Board of Supervisors approve the selection process for the appointment of a Coroner-Public Administrator to serve the balance of the current four-year term which expires in January, 2011.

1.                   It is the intention of the Board of Supervisors to meet in Closed Session to consider the Public Employee Performance Evaluation for the Position of the Director of Community Development Services pursuant to Government Code section 54954.5.

Community Development Services

1.                   Lucas Street Affordable Housing Feasibility Study, & Affordable Housing Trust Fund Feasibility Study

RECOMMENDATION: That the Board of Supervisors receive staff report; Receive Reports funded by the State of California Department of Housing and Community Development, Community Development Block Grant (CDBG) Number 06-PTAA-2501, as follows: a. Lucas Street Affordable Housing Feasibility Study (Attachment A); and b. Housing Trust Fund Feasibility Study (Attachment B); Open the public hearing and receive public testimony; Close the public hearing; Direct Staff to submit final closing documents and draw the final 10% holdback funds; Direct Staff to initiate the process of subdividing the property on Lucas Street.

Department of Health and Human Services

2.                   Discuss Studies Conducted with State of California Community Development Block Grant (CDBG) funds: Ten-Year Plan to End Homelessness

RECOMMENDATION: That the Board of Supervisors receive report funded by the State of California Community Development Block Grant (CDBG) Number 06-STBG-2501, Humboldt County Ten Year Plan to End Homelessness; Open a public hearing and receive public testimony; Close the public hearing; Direct the Department of Health and Human Services (DHHS) staff to submit final closing documents to Community Development Services for final CDBG submittal with other Community Development CDBG reports; Authorize the Department of Health and Human Services to continue their involvement in Phase II plan development processes in close coordination with the County Administrative Office, Community Development Services Department, Cities, Humboldt housing and Homeless Coalition entities and other stakeholders; and Direct the County Administrative Office and County Departments to coordinate County General Plan, Ten Year Plan and other inter county departmental projects as articulated in Humboldt County's Interdepartmental Communications Framework and County of Humboldt Interdepartmental Communications Framework and County of Humboldt Interdepartmental Homeless and Housing Communications Flowchart.
