1.                   Proclaim May 9, 2009 as the National Association of Letter Carrier's Food Drive Day in Humboldt County. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

C.                  SPECIAL PRESENTATIONS

1.                   Proclaim May 6th - May 12th, 2009 as Nurses Week in Humboldt County. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim May 2009 as Mental Health Month in Humboldt County. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim May 2009 as Motorcycle Awareness Month in Humboldt County. (Supervisor Clendenen)

RECOMMENDATION: Adopt the Proclamation.

Board of Supervisors

1.                   Local Child Care Planning Council (LPC) Revised State and Federal Funding Priorities. (Supervisor Neely)

RECOMMENDATION: Authorize the Chair to sign the Priorities Report Form.

2.                   Certificates of Recognition for Fortuna Chamber of Commerce Annual Award Winners. (Supervisor Clendenen)

RECOMMENDATION: Ratify the Certificates of Recognition.

3.                   Appoint Rick Cawthorn to the Humboldt County Mental Health Board. (Supervisor Neely)

RECOMMENDATION: Appoint Rick Cawthorn to the Humboldt County Mental Health Board.

4.                   Appointment of Ranger Richard Bergstresser as the Humboldt Redwoods State Parks Representative to the Humboldt County Fire Safe Council. (Supervisor Smith)

RECOMMENDATION: Approve the appointment of Ranger Richard Bergstresser to the Humboldt County Fire Safe Council.

5.                   Letter of Support for the Arcata Fire Protection District's Funding Request to the American Recovery and Reinvestment Act of 2009. (Supervisor Lovelace)

RECOMMENDATION: Authorize Chair to sign letter of support.

District Attorney

6.                   District Attorney Victim Witness Assistance Program Grant Application for FY 2009-10.  (State General Funds - State CalEMA Funds)

RECOMMENDATION: That the Board of Supervisors authorize the Chair to execute the original Grant Proposal/Award Face Sheet, and Certificate of Assurance of Compliance.

Health and Human Services - Administration

7.                   Request for Extension of Extra Help Hours beyond the 960 Hour Limit in Budget Unit 1160-516.  (Health and Human Services)

RECOMMENDATION: That the Board of Supervisors approve the extensions of extra help hours for Budget Unit 1160-516, pursuant to Section 7 of the Humboldt County Salary Resolution effective immediately as follows: Rochell Trochtenberg, Social Worker I, to a maximum of 1960 hours and Kenneth Barney, Office Assistant I, to a maximum of 1960 hours.

Public Works

8.                   Memorandum of Agreement with the Northwest California Resource Conservation & Development Council.

RECOMMENDATION: That the Board of Supervisors authorize the Chairman to sign three copies of the Memorandum of Agreement with the Northwest California Resource Conservation & Development Council; Direct the Clerk of the Board to return the two original Agreements to Public Works for submittal to Northwest California Resource Conservation and Development Council.

Sheriff

9.                   Authorization to submit an application for reimbursement under the State Criminal Alien Assistance Program.

RECOMMENDATION: That the Board of Supervisors authorize the Sheriff's Office application to the State Criminal Alien Assistance Program (SCAAP) for reimbursement by accepting all assurances and certifications contained in the on-line application.

Treasurer-Tax Collector

10.               College of the Redwoods Request for T.R.A.N.S Issuance

RECOMMENDATION: That the Board of Supervisors authorize the Clerk of the Board of Supervisors to notify in writing the College of the Redwoods and their bond attorneys, Stradling, Yoca, Carlson & Rauth that the Board of Supervisors will not act to authorize the above named Districts to issue Tax and Revenue Anticipation Notes. T.R.A.N.S. funds to be invested through the County Treasurer's office.

11.               Resolution Authorizing the Issuance and Sale of Klamath-Trinity Joint Unified School District General Obligation Bonds, Election of 2008, Series A.

RECOMMENDATION: That the Board of Supervisors adopt Resolution # _______ authorizing the issuance and sale of Klamath-Trinity Joint Unified School District General Obligation Bonds, Election of 2008, Series A, and Direct the Clerk of the Board to provide 5 certified copies of the Resolution to the Treasurer - Tax Collector.

E.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

1.                   Standing Item --- Federal and State Budget Update.

RECOMMENDATION: Hear report and take action as appropriate.

1.                   Pursuant to Government Code Section 54957.6, Review the County's Position and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Personnel. Negotiator: Personnel Director, Rick Haeg

Public Works

1.                   Unmet Transportation Needs - Public Hearing

RECOMMENDATION: That the Board of Supervisors open the public hearing and receive the staff report and allow the public to comment on transit needs in the unincorporated areas of the County; Close the public hearing and direct that the Clerk of the Board forward meeting minutes and any recommendations to the Humboldt County Association of Governments (HCAOG) for inclusion in their hearing.
