1.                   Certificate of Recognition for Scott Hunt, Arcata Chamber of Commerce 2004 Business Leader of the Year (Supervisor Geist)

RECOMMENDATION: Ratify the Certificate.

2.                   Certificate of Recognition for Jim Johnson, Garberville-Redway Area Chamber of Commerce 2004 Citizen of the Year (Supervisor Rodoni)

RECOMMENDATION: Ratify the Certificate of Recognition.

3.                   Resolution of Commendation Honoring Sister Ann McGuinn for Her Achievements and Lifetime Service to the Poor, Needy and Disadvantaged. (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

Community Development Services--Economic Development Division

4.                   Contract with Humboldt State University Under the Headwaters Grant Fund Program ($20,000)

RECOMMENDATION: Approve contract for the Film Commission and Digital Media Industry.

Health and Human Services - Public Health Branch

5.                   Agreement No. 04-031-250-0 with the State Water Resources Control Board for $333,970 in State Funding

RECOMMENDATION: Approve Local Oversight Program Contract Agreement for Fiscal Year 2004-05 (for implementing an underground storage tank corrective action program to identify and oversee the investigation and cleanup of unauthorized releases from petroleum underground storage tanks within Humboldt County).

Public Works

6.                   Lindgren Property in Westhaven; Assessor's Parcel No. 515-141-03

RECOMMENDATION: Authorize Chair to execute Quitclaim Deed from the County of Humboldt to Roberta Lindgren.

Sheriff

7.                   Supplemental Budget for the Purchase of Computers and Office Furniture for Report Writing and Interview Space for Main Station Patrol

RECOMMENDATION: Approval supplemental budget ($9,500).

8.                   Modification to Intergovernmental Agreement No. 11-01-0018 with the United States Marshals Service for the Housing of Federal Prisoners

RECOMMENDATION: Authorize Chair to sign said modification, which increases the per diem rate paid by the Marshals Service from $59.34 to $68.96.

D.                  SPECIAL PRESENTATIONS

1.                   Proclamation Recognizing the First Week of February 2005 as Fair Housing Week (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

Probation

1.                   California Endowment Healthy Returns Initiative (HRI)

RECOMMENDATION: Accept the California Endowment four-year grant award ($950,000) to allow for the Probation Department to participate in the Endowment's HRI, and send letter of appreciation to the California Endowment.

5.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.
