27.               Request to Increase Legal Office Assistant I/II Position from .5 FTE to 1.0 FTE

RECOMMENDATION: Endorse participation in the plan to resolve California's Proposition 215 medical marijuana implementation issues.

5.                   Petition Regarding Big Box Development (Supervisor Neely)

RECOMMENDATION: Adopt Resolution No. 98-82.

1.                   Robert Cramer said that an independent review council on law enforcement should be set up.He further stated that the rule of a small group of economically powerful people has overridden the will of the people.

Planning and Building

1.                   Russ Agricultural Preserve; Loleta Area; File 308-111-02; Case No. AGP 01-97

RECOMMENDATION: Establish agricultural preserve by adopting Resolution No. 98-83.

2.                   Appeal of the County of Humboldt Extraction Review Team (CHERT) 1998 Mad River Gravel Extraction Recommendations; Arcata Readimix, Eureka Sand and Gravel, Redwood Empire Aggregates, Mercer Fraser Company and Mad River Sand and Gravel, Appellants

RECOMMENDATION: Move to uphold the appeal and approve a specified increase in the 1998 lower Mad River gravel extraction volume, or deny the appeal and approve the gravel extraction volume recommended by CHERT.
