Planning and Building

1.                   Continued Public Hearing on Appeal of the County of Humboldt Extraction Review Team (CHERT) 1998 Mad River Gravel Extraction Recommendations; Arcata Readimix, Eureka Sand and Gravel, Redwood Empire Aggregates, Mercer Fraser Company and Mad River Sand and Gravel, Appellants

RECOMMENDATION: Close public hearing, deny the appeal and uphold recommendations of the County of Humboldt Extraction Review Team (CHERT) because said recommendations are in conformance with the Program Environmental Impact Report (PEIR), which will insure that mining plans will not result in adverse environmental impacts.

RECOMMENDATION: Close public hearing, uphold the appeal, approve increase of 56,000 cubic yards. direct staff to bring Board a proposal for independent third party, deem existing Adaptive Management Program stay in place, find mining at this level consistent with PEIR guidelines, find extraction quantity provided in single year will not affect moderate rate of recovery, find PEIR sufficient to mitigate environmental effects and find quantity will not create adverse incremental environmental effects.

RECOMMENDATION: Continue to the meeting of Tuesday, October 13, 1998.
