1.                   Approval of the Board Orders--Meeting of January 18, 2005

RECOMMENDATION: Approve the Board Orders.

Community Development Services

2.                   FEMA Hazard Mitigation Grant

RECOMMENDATION: Authorize application for FEMA Hazard Mitigation Grant, authorize the CAO to sign and submit grant application and necessary statements of assurances in compliance with standard grant conditions, and authorize Chair to sign a letter of intent to prepare a Multi-Hazard Mitigation Plan.

County Counsel

3.                   Resolution Modifying Appendix B of Resolution No. 04-83 of the Conflict of Interest Code

RECOMMENDATION: Adopt Resolution No. 05-8, which will change the gift limit in said Code from $340 to $360, and modify Appendix B of said Code to reflect an eliminated Library position.

Health and Human Services - Administration

4.                   Increase in Compensation for the Public Health Laboratory Director Class

RECOMMENDATION: Approve increase from salary range 436 to salary range 456.

Health and Human Services - Public Health Branch

5.                   Approval of Resolution for Submittal to the California Integrated Waste Management Board (CIWMB) for Farm and Ranch Grant Cleanup Funding; Fund 1175, Budget 430 ($200,000)

RECOMMENDATION: Adopt Resolution No. 05-9, authorizing the Director of the Environmental Health Division, Local Enforcement Agency, to apply for cleanup grant funding from the CIWMB; and to enter into and execute a grant agreement with the CIWMB for cleanup of several identified eligible nuisance dump sites.

Health and Human Services - Social Services Branch

6.                   Operation of a Multiple Assistance Center (MAC)

RECOMMENDATION: Authorize Chair to execute agreement with the Redwood Community Action Agency for operation of a MAC beginning February 8, 2005 through June 30, 2005.Authorize the Director of the Department of Health and Human Services to exercise the option to extend the agreement an additional year, for the period July 1, 2005 through June 30, 2006.

Library Services

7.                   Extension of Extra-Help Hours

RECOMMENDATION: Approve extension for Kim Hinkle, Library Assistant; Pat Smith, Children's Outreach Coordinator; and Kathryn Wright, Office Assistant, to a maximum of 1500 hours for Fiscal Year 2004-05.

Public Works

8.                   Avigation Easement to the County of Humboldt Executed by Glenn and Carole D. Chabot for the Benefit of the Arcata-Eureka Airport

RECOMMENDATION: Accept said easement (File No. APN 510-081-016, McKinleyville Area).
