3.                   Oversight Committee for Child Welfare Services (CWS)

RECOMMENDATION: Authorize Program Coordination Team of the Human Services Cabinet along with diverse community representatives to provide oversight of CWS as recommended by Child Welfare League of America and directed by Board of Supervisors.

4.                   Oral Presentation Regarding Assessment Roll Adjustments

RECOMMENDATION: Reschedule for the meeting of Tuesday, December 1, 1998.

1.                   Dennis Rael appealed to the public to make donations to Arcata's Sister City of Camoapa, Nicaragua, because of damages sustained from Hurricane Mitch.Drop-off points are at the Arcata and Eureka locations of Los Bagels and North Coast Co-op.Checks may also be sent to Humboldt Bank Account No. 03126277.Aldo Bongio requested No. C-10 be pulled from the Consent Calendar for discussion.This item pertained to Transportation Development Act claim of $1,459,873.Mark Knipper said the proposed Pacific Lumber Company Habitat Conservation Plan is really a "Habitat Conversion Plan."(See scanned document for more.)

1.                   Collection of Solid Waste in the Unincorporated Willow Creek/Hoopa Area

RECOMMENDATION: Approve submitted amendment to the Willow Creek/Hoopa area franchise agreement with Tom's Trash to incorporate the revised rate schedule and the modified insurance requirements into the current franchise agreement.

2.                   Nesset Minor Subdivision and Zone Reclassification; Fieldbrook Area; File No. 516-011-23; Case No. PMS-05-95/LLA-35-96/ZR 04-97

RECOMMENDATION: Grant the appeal subject to the submitted Alternative B.

Administrative Office (CAO)

3.                   1999 Update of the Humboldt County Schedule of Fees and Charges

RECOMMENDATION: Approve the new, increased or changed fees (except Birth Certificate Surcharge for Dependency Mediation); and adopt ordinance implementing new fees and charges on December 1, 1998.
