RECOMMENDATION: Authorize Chair to sign contract for $37,500.

2.                   Eureka/Humboldt County Convention & Visitors Bureau Contract

RECOMMENDATION: Authorize Chair to sign contract for Film Commission for $11,000.

Employment Training

3.                   Costs to be incurred during the On-the-Job Training Program Operated in Conjunction with the Humboldt County Department of Social Services ($40,000)

RECOMMENDATION: Approve supplemental budget for ETD Non-JTPA Other Assistance.

4.                   Lease Agreement for Approximately 7,260 Square Feet at 930 6th St. Eureka

RECOMMENDATION: Approve lease agreement with Garden State Newspaper, Inc.

Mental Health

5.                   Reallocate Substance Abuse Counselor I/II to Health Education Specialist I/II

RECOMMENDATION: Approve reallocation.

6.                   Employment Agreement for Mental Health Physician/Psychiatrist

RECOMMENDATION: Approve agreement with Harry Lesch M.D.

Planning and Building

7.                   Ordinance Amending Chapter 7 of Division 1 of Title IX of the Humboldt County Code Relating to Motor Vehicle Use on Designated Beach and Dune Areas

RECOMMENDATION: Adopt Ordinance No. 2184.

Probation

8.                   Northern California Regional Treatment Center

RECOMMENDATION: By a 4/5 vote approve requested personnel and budget actions.

Public Health

9.                   Position Allocation Changes for Budget Unit 405, High Risk Infant Program

RECOMMENDATION: Approve changes as requested.

10.               Establish Revenue Account for Tattoo Inspection & Permitting Fees

RECOMMENDATION: Establish account for $800.

Public Works

11.               Department of Agriculture's Proposed Decoupling Legislation

RECOMMENDATION: Support said legislation.

12.               Riis Overflight Easement APN 510-261-13 McKinleyville Area

RECOMMENDATION: Accept overflight easement to benefit the Arcata-Eureka Airport.

13.               Annual Update of the Monument Preservation Fund (Ordinance No. 1835)

RECOMMENDATION: Receive and file the annual update.

Public Health

3.                   Fetal-Infant Mortality Review, Trends & Risks Factor Analysis 1998

RECOMMENDATION: Hear report from Dr. Rebecca Stauffer and take appropriate action.

4.                   Status of Underground Storage Tank Upgrades/Closures in Humboldt Co.

RECOMMENDATION: Receive report from the Division of Environmental Health.

Sheriff

5.                   Application to Obtain Mentally-Ill Offender Crime Reduction Planning Grant

RECOMMENDATION: Authorize Sheriff to sign application to Board of Corrections (BOC) as well as related contracts, amendments, or extensions; adopt Resolution designating Sheriff as Chair of Mentally-Ill Offender Crime Reduction Strategy Committee and appointing members; and authorize Sheriff to hire a professional criminal justice consultant to be paid an amount not to exceed that approved by BOC in final planning award.

Public Health

6.                   Implementation of Proposition 10 - Children and Families First Program

RECOMMENDATION: Introduce an ordinance by title, waive first reading, set for adoption on December 15, 1998 and take other appropriate action(s).

1.                   CalWORKS Program Child Care Reserve Fund Oral Presentation

RECOMMENDATION: Accept report from Social Services and Child Care Council of current call for interest in County requests to access said Child Care Reserve Fund.

10:30 a.m. Public Health

2.                   Presentation on Current Health Status in Humboldt Co. (Supervisor Neely)

RECOMMENDATION: Hear report from Dr. Ann Lindsay and take appropriate action.

11:00 a.m. Planning and Building

3.                   Shelter Cove Design Review

RECOMMENDATION: Maintain existing Design Review authority of Planning Director, supplemented with advice and recommendations from a contracted design professional.

This 15-minute portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers sign the sheet at the front doors of the Chamber.

 

1.                   Aldo Bongio respects Sara Senger, Fifth Supervisorial District candidate, for what she stands for.He strongly believes that it is unfair that she had to pay $2,100 for a recount.He said that the County should reimburse her, or that the Board members should pay her an equal share from their wages.
