RECOMMENDATION: Adopt proclamation.

2.                   Resolution Commending Glenn Sipma for His Years of Service (Supervisor Neely)

RECOMMENDATION: Ratify resolution.

3.                   Resolutions of Commendation to Winnie Garcelon and Don Boltzen for Their Years of Service (Supervisor Neely)

RECOMMENDATION: Ratify resolutions.

4.                   Resolution Commending Robert C. Durfee, Assistant Chief of Samoa Peninsula Fire District (Supervisor Neely)

RECOMMENDATION: Adopt Resolution of Commendation for Years of Service.

5.                   Reappointment of Richard Whitaker to the Alcohol & Drug Advisory Board

District Attorney Family Support

9.                   Transfer from Enforcement Fund to Overtime Account ($50,000) and Extra-Help (Account) ($26,000)

RECOMMENDATION: Approve transfer of $76,000.

Employment Training

10.               Agreement for Collection, Analyzing and Disseminating Local Occupational Outlook Information

RECOMMENDATION: Authorize Chair to sign agreement with Employment Development Department for $45,523.

Health

11.               Subcontracts with Humboldt Open Door Health Clinic and Redwoods Rural Health Center

RECOMMENDATION: Approve subcontracts for HIV Early Intervention Program for Fiscal Year 1996-97.

12.               Federal Area Contingency Plan Planning Grant--Amended Grant Agreement

RECOMMENDATION: Authorize Environmental Health Director to sign amendment with Dept. of Fish & Game.

Mental Health

13.               Hiring Freeze Exemption--Mental Health Case Manager I/II Position

RECOMMENDATION: Grant exemption.

Public Works

14.               Request for Supplemental Budget for the Aviation Division in the Amount of $132,000

RECOMMENDATION: Approve request to cover purchase of fuel by United Express.

15.               License Agreement with Pacific Lumber Company for a Solid Waste Container Site in Shively

RECOMMENDATION: Authorize Chair to execute License Agreement with Pacific Lumber Company.

16.               Designation of County Representatives for Storm Damage Financial Assistance for the Storm Beginning December 28, 1996 (FEMA 1155)

RECOMMENDATION: Designate Bonnie Neely, Chris Arnold, Neil Prince, John Murray, Karen Suiker, Peter Rei and Jeanne Vidad as the County representatives.

17.               Designation of County Representatives for Storm Damage Financial Assistance for the Storm Damage Disaster Covering December 7-28, 1996 (96-05)

RECOMMENDATION: Designate Bonnie Neely, Chris Arnold, Neil Prince, John Murray, Karen Suiker, Peter Rei and Jeanne Vidad as the County representatives.

Risk Manager

18.               Agreement with Gregory Bragg and Associates Inc. for Workers' Compensation Claims Administrator

RECOMMENDATION: Authorize Chair to sign agreement.

Sheriff

19.               Agreement with U.S. Fish and Wildlife Services to Provide Supplemental Law Enforcement Services at a Headwaters Public Meeting

RECOMMENDATION: Approve agreement pertaining to meeting scheduled for 02/05/97 at Redwood Acres.

Social Services

20.               Temporary Increase in Salary for Alice Tolman, Eligibility Worker III, as if She had been Promoted to Eligibility Supervisor (January 6,1997 through September 30, 1997)--(No Additional County Cost)

RECOMMENDATION: Approve increase during implementation of the ISAWS Help Desk.

Supplemental Item--Administrative Services

21.               Transfer from Contingency to Emergency Services to Cover Response Costs for Departments Beginning with the December 8, 1996 Storms

RECOMMENDATION: Approve transfer of $60,000 from the Contingency Fund.

Treasurer-Tax Collector

22.               Agreement with Hawkins, Delafield and Wood, Legal Counsel and Receive and File Statement of Annual Financial Information and Operating Data

RECOMMENDATION: Approve.

D.                  SPECIAL PRESENTATIONS (None)

E.                  DEPARTMENT REPORTS

Public Works

1.                   Contract Change Orders in Excess of $10,000 for Jail, Road, Bridge and Airport Projects (None)

2.                   Status of Road Repairs and Funding Due to Recent Storms

RECOMMENDATION: Receive and file report on status of road repairs and funding due to recent storms and approve transfer of $500,000 through the Road Fund Contingency to provide for storm damage related expenditures.

3.                   Lease Agreement with Redwood Flying Club for Office Space at Murray Field Airport

RECOMMENDATION: Approve proposed agreement.

4.                   Extension of Various Solid Waste Franchise Contracts

RECOMMENDATION: Authorize staff to begin negotiations to extend 4 contracts for collection of solid waste by one year and three months in unincorporated Blue Lake/ Fieldbrook, Weott/Myers Flat, Ferndale and Willow Creek areas.

Administrative Office (CAO)

5.                   Report on Proposed Legislation

RECOMMENDATION: Invite Michael Thompson and Virginia Strom-Martin to address the Board on State budget issues.

RECOMMENDATION: Reestablish committee and make appointments on February 18, 1997.

2.                   Report from College of the Redwoods Professor John H. Sloan's Class in American Institutions Regarding a Special Research Project on the Structure of Functions of County Government (Supervisor Woolley)

RECOMMENDATION: Reschedule for the meeting of February 4, 1997.

3.                   Presentation on Humboldt Healthy Families Collaborative (Supervisor Woolley)

RECOMMENDATION: Receive and file report from Dr. Rebecca Stauffer of the Public Health Department.

1.                   Charles Day said that he is being illegally discriminated against by the Environmental Health Division of the Public Health Department.
