RECOMMENDATION: Approve transfer through Contingency Fund (no additional County cost).

2.                   Resolution of Commendation Recognizing Jeanne Tunnison-Campbell and Carol Heaslip as Recipients of Soroptimist of Humboldt Bay's 1997 Women of Distinction Awards (Supervisor Neely)

RECOMMENDATION: Adopt resolutions of commendation.

3.                   Request by Samoa Peninsula Fire District for Election to be Conducted by the County (Supervisor Neely)

RECOMMENDATION: Refer request to the Elections Division for further action.

District Attorney-Family Support

4.                   Reclassifications and Allocations of Positions within the Family Support Division

RECOMMENDATION: Approve supplemental budget of $4,600 to cover cost of special recall election.

8.                   Purchase of Vertek Employer Module for Job Analyzer Program

RECOMMENDATION: Approve purchase in the amount of $1,000 (no General Fund impact).

9.                   Establishment of a Project Advisory Committee for the Humboldt Healthy Families Collaborative (HHFC)

RECOMMENDATION: Approve roster and direct that future vacancies be appointed by HHFC Project Director.

10.               Supplemental Budget of $16,230--Receiving Funding Augmentation for AIDS Drug Assistance Program

RECOMMENDATION: Approve supplemental budget (no additional County cost).

Mental Health

11.               Amendment No. 3 to Net-Negotiated Amount Contract with State Department of Alcohol & Drug Programs

RECOMMENDATION: Approve amendment for the amount of $2,955,279 for the 3-year multi-year contract period.

12.               Amendment to Agreement with Crossroads for the Proposition of Residential Alcohol & Drug Services

RECOMMENDATION: Approve amendment to bring agreement in line with budget as already approved.

13.               Memorandum of Understanding for Mental Health Outreach Services to Southern Humboldt School District

RECOMMENDATION: Approve memorandum of understanding.

14.               Agreement for Accessibility of Hospital Services as Required for Medi-Cal Certification

RECOMMENDATION: Approve agreement with St. Joseph Hospital (no financial impact).

15.               Request for Approval of Policies & Procedures for Sempervirens

1.                   Don Davenport voiced concerns that the Planning Commission's February 27, 1997 public hearing on the Housing Element was only noticed in the Humboldt Beacon newspaper.Louis De Martin said that he is very sad that the Harbor District's assessment district includes single-family dwellings and he also had some concerns as to how the assessment district's boundaries are drawn.

Public Works Land Use Division

1.                   Amending Sect. 411-1 of County Code--Encroachment Permit Regulations; Protection of County Highways

RECOMMENDATION: Approve amendment by adopting Ordinance No. 2142 and Resolution No. 97-31.
