17.               Dissolution of Current Eligibility List for Senior Public Health Nurse

RECOMMENDATION: Approve dissolution upon the establishment of a new eligibility list.

Planning & Building

18.               Extra-Help Extension for Doris Hickerson, Planner II

RECOMMENDATION: Approve extension to 960 hours.

Probation

19.               Fixed-Asset Purchase of a Computer Printer in the Amount of $360

RECOMMENDATION: Approve purchase (no additional County cost).

20.               Reallocation of Senior Fiscal Assistant Position from 37-1/2 Hours to 40 Hours

RECOMMENDATION: Approve reallocation for position held by Cynthia Petersen.

21.               Transfer of Vehicles for Juvenile Repeat Offender Program to Motor Pool for Maintenance & Capitalization

RECOMMENDATION: Approve transfer (vehicles will be assigned back to the Probation Department).

Public Works

22.               Request for Approval of Supplemental Budget for Aviation Division--Department 381 ($20,100)

RECOMMENDATION: Grant approval for floor polisher/buffer, automated toilet and urinal flusher and T-hangar roof coating and metal repair with funds coming from increased revenues generated by activity at Arcata-Eureka Airport.

23.               Request to Establish a New Trust Fund ($115,000) for the Humboldt County Waste Management Authority

RECOMMENDATION: Approve request.

24.               Transfer of $230,000 from 1998 PG&E Undergrounding Funds to the City of Fortuna

RECOMMENDATION: Approve transfer as part of settlement agreement pertaining to redevelopment agency lawsuit.

25.               Park Agreement with Camp Hosts at Pamplin Grove in Van Duzen County Park

RECOMMENDATION: Authorize Director of Public Works to sign agreement as County's authorized representative.

26.               Payments to the County of Humboldt Extraction Review Team (CHERT)

RECOMMENDATION: Director Auditor to open new trust fund from which payments can be made to CHERT for professional services provided to gravel operators (new trust fund will be funded by the gravel operators); and designate Public Works Director as Administrator of the CHERT accounts and authorize him to approve disbursements from this trust fund after said disbursements have been reviewed and approved by the Chair and Vice Chair of the County Surface Mining Advisory Committee.

27.               Contract to Provide a Report of Names and Addresses for parties of Interest for Public Auction Parcels

RECOMMENDATION: Authorize Chair to sign contract with Harmony Research Services (no additional County cost).

2.                   Local Action Plan and Application for Funding Through Juvenile Offender Accountability Challenge Grant

RECOMMENDATION: Designate Chief Probation Officer (CPO) as contract person for State Board of Corrections for plan and grant implementation; authorize CPO to sign necessary documents for submission of Plan and grant application; re-appoint Multi-Agency Coordinating Council as coordinating body for plan and grant implementation and continue to serve as the Local Punishment Options Planning committee and direct County staff to pursue implementation of items previously approved within the Local Punishment Plan and those items contained with the Local Action Plan for the Juvenile Justice System; and adopt Resolution No. 97-35.

H.                  CLOSED SESSION

RECOMMENDATION: Approve seeking appellate review of court order requiring Board of Supervisors to hold a public hearing on this matter.

3.                   Consideration of Options to Fill the Action County Administrative Officer Position

RECOMMENDATION: Continue to March 12, 1997 at 12:00 p.m.

RECOMMENDATION: Accept Chris Arnold's resignation as County Administrative Officer.

1.                   Patty Clary, Renee Nizel, Don Courtmanch and Josh Strange asked that the Board agendize an item to consider opposition to CalTrans Spraying along the roads in Humboldt County.Jeff Driver of McKinleyville requested that the Board draft an ordinance to address the problem of recreational vehicles that are parked on the streets.
