7.                   Supplemental Budgets for Fiscal-Year 2004/2005 for the Economic Division - WIB, BU 1120-287--Reflecting Additional Carryover Balances as of June 30, 2004 of Workforce Investment Act Funds, as Well as Additional Administration Funds; and Economic Division, BU 1120-275, Adding a Budget Line Item for Extra-Help Overtime and A-87 Overhead Charges

RECOMMENDATION: Approve creation of the following revenue and expense codes in Budget Unit 1120-287 to track expenses associated with the expenditure of WIA funds:  Revenue Codes 591113 to 591119; Expense Codes 3612 to 3614, 3616 to 3617, and 3625 to 3626.  Approve supplemental 2004/05 budget for Unit 1120-287 ($1,677,417).  Approve supplemental 2004/05 budgets for Unit 1120-275 ($12,570).

RECOMMENDATION: Approve grant agreement for performing activities to upgrade hospitals, clinics, and emergency medical services systems preparedness for, and response to, bioterrorism, other outbreaks of infectious disease, and other public health threats and emergencies.

RECOMMENDATION: Authorize the Public Works Director to sign Change Order No. 1.0 for $116,084.99, which added approximately 550 linear feet of roadway to Phase A.

26.               Transfer of Funds ($36,000) to Cover the Shortfall in Appropriation for the Purchase of Two Trucks from Redwood Reliance Peterbilt for the Heavy Equipment ISF

RECOMMENDATION: Approve transfer of $14,000 from the Roads-Heavy Equipment ISF budget, and approve transfer of $22,000 from the Road Fund.

RECOMMENDATION: Approve the final contract (up to $678,252) for the construction and installation of Modular Microbiology Laboratory and Office at 805 Sixth Street, Eureka, to Bio-Safe America, Corp.; and authorize the General Services Director to execute the final contract.

2.                   Request for Position of Opposition to Senate Bills 34 and 35, Regarding the Composition of the First 5 Commission, and the Imposition of New Auditing/Reporting Requirements on Proposition 10 Monies

RECOMMENDATION: Approve request.
