1.                   Operation of Tourist Information Booth in Orick for Fiscal Year 1996-97 ($6,600)

RECOMMENDATION: Approve agreement with the Orick Chamber of Commerce.

Board of Supervisors

2.                   Certificates of Recognition--Women for Shelter Honorees (Supervisor Woolley)

RECOMMENDATION: Approve certificates and authorities presentation on behalf of the Board.

3.                   Resolution Commending Elizabeth Woods for Her Years of Service (Supervisor Neely)

RECOMMENDATION: Ratify resolution presented to Ms. Woods on April 30, 1997.

Court Executive Office

4.                   Authorization for an Independent Audit for Various Accounts/Funds Collected and Disbursed by the Marshal's Office as Recommended by the 1995-96 Grand Jury Report

RECOMMENDATION: Grant authorization and transfer $5,000 from Contingency Fund.


5.                   Extra-Help Extensions for Various Public Health Department Employees

RECOMMENDATION: Approve extensions to a maximum of 960 hours.

6.                   Purchase of an Arnet Board in the Amount of $727

RECOMMENDATION: Approve purchase for use by the Automated Vital Statistics System.

Library Services

7.                   Grant Application to the State Library for Families for Literacy Funds

RECOMMENDATION: Approve application for forwarding to the State Library.


8.                   Merit System Appeals Panels--Appeals of Nancy Comer

RECOMMENDATION: Designate Randy Nickolaus to serve on said panels.


9.                   Request for Supplemental Budget ($9,587) for Additional Grant Funds

RECOMMENDATION: Approve request to receive additional grant funds from the State.

Public Works

10.               License Agreement with Robert D. and Eleanor McCoy for Aggregate Storage

RECOMMENDATION: Approve agreement for aggregate storage in the Weichpec area.

11.               Ordinance to Restrict Parking at all Times on Portions of Cedar Street (Cutten), Harris and Harrison Streets (Eureka) and Cod Street (King Salmon)

RECOMMENDATION: Introduce ordinance and set for adoption at least one week away.

12.               Approval of Administering Agency--State Agreement No. 01-5904 (Master Agreement for Federal Aid Projects) and Delegation to Public Works Director to Sign Program Supplement Agreements

RECOMMENDATION: Approve requests (agreement establishes all general requirements which must be met in order to receive federal funding for projects).

13.               Transfer of $20,000 from Aviation Budget to Aviation Underground Tank Trust

RECOMMENDATION: Approve transfer for underground fuel tank cleanup.

14.               Additional Funding for Rohnerville Airport Emergency Generator Project

RECOMMENDATION: Approve supplemental budget of $2,200.

15.               Garberville Underground Cable TV Easement

RECOMMENDATION: Approve license agreement with Starstream Communications.


16.               Compensation for Correctional Lieutenant Melinda Ciarabellini as if She had Been Promoted to Class of Sheriff's Captain, Effective October 12, 1996 to November 12, 1996

RECOMMENDATION: Approve compensation as requested.

17.               Purchase and Installation of Duplex Printer for Automated Fingerprinting

RECOMMENDATION: Approve purchase in the amount of $14,000.

18.               Purchase of Multi Role Less Than Lethal Launcher Special Enforcement Team

RECOMMENDATION: Approve transfer of $430 to pay for use tax on said launcher.

Treasurer-Tax Collector

19.               Issuance and Sale of Tax Revenue & Anticipation Notes for 1997-98

RECOMMENDATION: Approve agreement with Leifer Capital for municipal financing consultant services; approve agreement with Stradling, Yocca, Carlson & Rauth for bond counsel services; and approve agreement with Hawkins, Delafield & Wood for disclosure counsel services.

Supplemental Item--Coroner Public Administrator

20.               Disallocation of Assistant Coroner-Public Administrator Position

RECOMMENDATION: Approve disallocation effective June 14, 1997.


1.                   Proclamation Declaring May 19-23, 1997 as Bicycle Commute Week (Supervisor Woolley)

RECOMMENDATION: Adopt proclamation.

E.                  DEPARTMENT REPORTS

Public Works

1.                   Change Orders Over $10,000 for Jail/Road/Bridge/Airport Projects (if required)

RECOMMENDATION: Authorize Public Works Director to execute a time and materials change order in an amount not to exceed $17,500 for removal and disposal of additional asbestos material at the Arcata-Eureka Airport.

2.                   Standing Item--Advertisement of Award of Storm Damage Repair Projects (None)


3.                   County Participation in Medi-Cal Administrative Activities/Targeted Case Management Claiming for Fiscal Year 1997-98

RECOMMENDATION: Refer to Budget Oversight Committee for review and report back to the Board.

Administrative Services--Elections Division

4.                   Campaign Limitations

RECOMMENDATION: Reschedule for the meeting of May 20, 1997.

Administrative Office (CAO)

5.                   Standing item for Report on Proposed Legislation

RECOMMENDATION: Support Senate Bill 115 (Burton) which would repeal a state law that currently allows civil compromises to be used in domestic violence cases.

6.                   Cross-Training of Employees

RECOMMENDATION: Direct the CAO to modify existing Public Works cross-training program to fit other departments and that general funded departments adopt a joint policy.

7.                   Jail Phase II Funding

RECOMMENDATION: Direct CAO and Auditor-Controller to place an item amounting to $300,000 for project overruns in Jail Phase II Project in FY 97-98 budget for consideration.

8.                   Amendment to Winzler & Kelly Agreement for Inspection and Owners Representative Services for Jail Phase II; and Change Order 14 to Contract with Mark Diversified Inc. Jail Contractor

RECOMMENDATION: Approve amendment and change order.

1.                   Human Rights Commission Domestic Partners Ordinance Recommendations

RECOMMENDATION: Approve ordinance in concept.

1.                   Alfred Oliphant is shocked and dismayed at the acts of vandalism that are occurring in the Westhaven area.Paul Johnson is opposed to Caddy's Restaurant turned into a topless bar.Kirk Gothier said the project proponent for Caddy's Restaurant has not submitted an application to the Planning and Building Department.
