RECOMMENDATION: Appoint Supervisor Jill Geist as the Second Alternate to the Humboldt County Waste Management Authority if Supervisor Jimmy Smith is unable to attend the meeting of April 11, 2005, where matters of concern to Humboldt County are scheduled to be considered.

1.                   Continuation of Emergency - Transmission of Disease Through Contaminated Needle Use (Supervisor Rodoni)

RECOMMENDATION: Declare that a local state of emergency, per Resolution No. 2000-14, remains in effect until May 3, 2005, allowing the Public Health Branch to continue a needle-exchange program.

Community Development Services

2.                   Agreement with the Humboldt County Department of Public Works, Aviation Division, for the Installation of an Automated Card Fueling System at the Garberville Airport

RECOMMENDATION: Approve agreement for granting $6,766.75 from the Headwaters Fund.

Conflict Counsel

3.                   Lease Agreement Mark Carter for Office Space at 931 Third Street, Eureka

RECOMMENDATION: Extend lease through June 30, 2008, at a new rental amount of $1,482.40 per month.

County Administrative Office

4.                   Letter to Assemblywoman Patty Berg, Stating the County's Opposition to Assembly Bill 1248 (Umberg), Which Would Further LImit Counties' Authority to Charge Booking Fees

RECOMMENDATION: Authorize Chair to sign said letter.

Health and Human Services - Public Health Branch



5.                   Temporary Salary Increase

RECOMMENDATION: Authorize temporary increase in compensation of fifteen (15) ranges for Public Health Microbiologist II, Catherine Hart, for assuming duties related to oversight of the Public Health Branch Laboratory (beginning March 29, 2005, and continuing until September 30, 2005, or until such time as the Public Health Lab Director position is filled on a full-time basis, whichever comes first).

6.                   Request for Approval of an Ambulance Services Rate Increase for Zone 1 North

RECOMMENDATION: Approve request.

7.                   Grant Agreement Between First 5 Humboldt and the Domestic Violence Prevention Program for Developing a Comprehensive Training Resource Manual, and to Use the Manual to Provide Trainings for Staff of Agencies Working with Young Children in the Recognition of Family Violence; and in Providing Support to Families Experiencing Family Violence

RECOMMENDATION: Approve agreement for receiving $32,000 in grant funding.

Health and Human Services - Social Services Branch

8.                   Supplemental Budget for the Supplemental Displaced Worker Grant ($1,445,000)

RECOMMENDATION: Approve supplemental budget for the 2004, 2005, and 2006 program years, which will augment the regular allocated Displaced Worker funds to enable the local WIA program to serve additional Humboldt County workers that have lost employment due to the local economic conditions.

Library Services

9.                   Request for Supplemental Budget for an Additional $537 Towards the Purchase of a New Microfilm Reader/Printer for the Library, Funded Entirely Through Donations

RECOMMENDATION: Approve request.


10.               Application to the Bureau of Justice Assistance for Edward Byrne Memorial Justice Assistance Grant Funds for Fiscal Year 2005-06

RECOMMENDATION: Authorize the Chief Probation to make application for said funds.

11.               Professional Service Agreement with Matson and Vallerga Architects Inc. for a Construction Cost Estimate of Second-Story Office Space at the Northern California Regional Facility

RECOMMENDATION: Authorize Chief Probation Officer to sign said agreement, and adopt associated supplemental budget ($5,000).

RECOMMENDATION: Declare four vehicles and a Ford Ranger pickup bed surplus.
