Agricultural Commissioner

1.                   Purchase of Office Equipment, Fuel Testing Equipment, and Agriculture Reference Materials ($14,651)

RECOMMENDATION: Approve purchase to accommodate state-mandated pesticide programs.

2.                   Agreement to Provide for Shared County/Federal/State Funding for Animal Damage Management Activities on Properties Within Humboldt County

RECOMMENDATION: Authorize Chair to execute Agreement No. 06-73-06-0254-RA with the United States Department of Agriculture's Animal and Plant Health Inspection Service--Wildlife Services

Board of Supervisors

3.                   Letter in Support of Senate Bill 1018, Establishing the Elder Financial  Abuse Reporting Act of 2005 (Supervisor Neely)

RECOMMENDATION: Ratify letter of support.

4.                   Letters of Support for the Workforce Investment Act Reauthorization (Supervisor Neely)

RECOMMENDATION: Authorize Chair to sign letters of support.

Child Support Services

5.                   Request to Create an Overtime Line Item

RECOMMENDATION: Approve request, and approve associated transfer of a total of $25,000 to establish said line item.

Health and Human Services - Administration

6.                   First Amendment to Three Separate Leases for Three Modulars Located at 628 West Clark Street for Use by the Social Services Branch

RECOMMENDATION: Approve extending the leases with Johnson's Mobile Solutions, and change the terms to a month-to-month basis.

Library Services

7.                   Supplemental Budget ($4,611) for Recognition of Donations Made to the Library

RECOMMENDATION: Adopt supplemental budget for receiving funds from the Friends of the Fortuna Library, the Friends of the Trinidad Library, the Kim Yerton Memorial Fund, and other organizations and individuals.


8.                   Ordinance Amending Chapter 3 of Division 1 of Title II of the Humboldt County Code Relating to Compensation of the Board of Supervisors

RECOMMENDATION: Adopt Ordinance No. ____.

9.                   Supplemental Budget ($5,870) for the Replacement of Three Computers and to Cover Costs for Office Supplies, Panel Expenses, and Office Expenses

RECOMMENDATION: Adopt supplemental budget (funded by DHHS reimbursement revenue).

Public Works

10.               Temporary Closure of Clam Beach County Park to Vehicles

RECOMMENDATION: Authorize the Director of Public Works, per Section 271-13 of the County Code, to temporarily close Clam Beach to vehicles (if staff determines it is necessary) due to high-use levels from Tuesday, April 19, 2005, through Thursday, April 21, 2005.

Treasurer-Tax Collector

11.               Declaration of Official Intent of Humboldt County to Reimburse Certain Expenditures from Proceeds of Indebtedness

RECOMMENDATION: Adopt Resolution No. 05-__, regarding intention to issue tax-exempt obligations to finance the cost of public facilities and improvements.


1.                   Declare April 19, 2005 as "Equal Pay Day" in the County of Humboldt (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

E.                  DEPARTMENT REPORTS

General Services

1.                   Exercise Option to Purchase Assessor Parcel Nos. 001-174-009 and 001-174-002 (More Commonly Known as 1001 Fourth Street and 1014 Third Street in Eureka

RECOMMENDATION: Exercise the option to purchase for one dollar ($1.00).  Authorize Chair to execute Certificate of Acceptance, escrow instructions, Preliminary Title Report, and the Preliminary Change of Ownership Report.  Authorize Chair to accept and execute Grant Deed from Larry G. Doss and Janyce L. Doss, Trustees of the Doss Family Trust.  Authorize payment of approximately $8,000, applied as 50% ($4,000) from the Public Defender's Office, 25% ($2,000) from the Conflict Counsel's Alternate Conflict Counsel Office, and 25% ($2,000) from the District Attorney's CAST Office for the purchase, escrow fees, and prorated rental costs up until the day of closing to Fidelity National Title Company.  Direct the Clerk of the Board to return all executed documents to Real Property for transmittal to Fidelity National Title Company in order to close the escrow and record necessary documents.

County Administrative Office (CAO)

RECOMMENDATION: Receive update, and take appropriate action (if required).

1.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters


2.                   Standing Item--Report on Potential or Proposed Big Box Retail Development in Humboldt County

RECOMMENDATION: Take appropriate action (if required).

G.                 CLOSED SESSION

1.                   Standing Item--Report from Prior Closed Session   (if required)

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Employees   (if required)

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9   (if required)

4.                   It is the intention of the Board of Supervisors to meet in closed session pursuant to Government Code Section 54954.5 to consider the public employee performance evaluation for the position of Administrative Assistant to the Board of Supervisors.

5.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

H.                  PUBLIC APPEARANCES--1:30 P.M.

This 15-minute portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers voluntarily sign the sheet at the front doors of the Chamber by 1:25 p.m.

Public Works

1.                   Unmet Transportation Needs

RECOMMENDATION: Forward recommendations to the Humboldt County Association of Governments for inclusion in their hearing.
