RECOMMENDATION: Authorize Chair to sign agreement with the California Department of Education.

Health

11.               Resolution Establishing Revolving Petty Cash Fund ($100) for Alternative Response Team (ART)

RECOMMENDATION: Adopt Resolution No. 97-18.

12.               Irvine Foundation Grant Award for Humboldt Healthy Families Home Visiting Collaborative Project (HHFC)

RECOMMENDATION: Accept grant award and direct the establishment of new expenditure, revenue, fixed asset and trust fund accounts to support it.

13.               Increase in FTE Allocation of Senior Public Health Nurse Position in Budget Unit 422

RECOMMENDATION: Approve increase from .50 FTE to .80 FTE.

14.               Payment of Hazardous Materials Response Team (HMRT) Fees (Approximately $22,000)

RECOMMENDATION: Approve payment of the County's share of support for the HMRT from the Department budget for Fiscal Year 1996-97.

19.               Extension of Employment Eligibility Lists for Administrative Analyst I, Revenue Recovery Officer I, Sheriff's Sergeant, Legal Secretary I, Deputy Sheriff I, Deputy Marshal I, Deputy Marshal II, Recordable Documents Examiner I and Senior Medical Office Assistant

RECOMMENDATION: Approve extension for 1 year or until new eligibility lists are established whichever occurs first.

20.               Dissolution of Current Eligibility List for Legal Office Assistant I (Sheriff's Department Only)

RECOMMENDATION: Approve dissolution effective upon establishment of a new eligibility list.

Probation

21.               Request to Rural Health Services Grant Program to Help Support the Newly-Established Drug Court Program by Providing for an Increased Level of Treatment Capacity for Addicts within the Court System

RECOMMENDATION: Authorize Human Services Cabinet to submit funding request.

Public Guardian

22.               Agreement with Del Norte County Mental Health & Public Guardian for Fiscal Year 1996-97

RECOMMENDATION: Approve agreement to provide LPS Conservator services for Del Norte County residents.

Public Works

23.               Purchase of Wietgen W500 Grinder and Zieman Trailer Model 2345 as Approved for 1996-97 Budget

RECOMMENDATION: Approve purchase in the maximum amount of $103,222.77.

24.               Bid Package for the Removal and Disposal of Hazardous Materials at the Arcata-Eureka Airport

RECOMMENDATION: Approve plans and specifications and hold bid opening on March 4, 1997 at 2:00 p.m.

25.               Proposed Conveyance of Road Easement and License Agreement for Access to Business Park (Moser)

RECOMMENDATION: Review submitted Exhibit A and determine that land proposed to be encumbered by granting of easement for road purposes is not necessary for County or public purposes; authorize granting of easement for road purposes from Airport Road across County-owner land approximately as shown on submitted Exhibit A, subject: a) grantee obtaining approval of a tentative map for creation of subdivision of APN 511-042-08 for business park purposes; grantee reimbursing County for all costs associated with creation, administration or recordation of easement deed; and payment to County of $1,795 for easement deed.Authorize use of County property at intersection of proposed easement and Airport Road, as shown on submitted Exhibit B for landscaping and entry signs for Business Park subdivision in a manner satisfactory to Public Works subject to completion of conditions.

26.               Replacement of a Pickup Truck for the Aviation Division (Supplemental Budget of $9,300)

RECOMMENDATION: Approve purchase of a used 1/2 ton 1993 Ford Pickup from Opie's Use Cars in McKinleyville.

27.               Agreement to Perform Geological Investigation on Storm-Damaged Portions of Red Cap Road

RECOMMENDATION: Authorize John Murray, Director of Public Works, to sign agreement with Taber Consultants.

28.               Scheduling of Public Hearing to Consider the Amendment of Section 411-1 of the Humboldt County Code Relating to Encroachment Regulation for the Protection of County Highways and the Adoption of a Resolution for Establishing Procedures for Sidewalk Repair

RECOMMENDATION: Hold public hearing on March 4, 1997 and direct Clerk of the Board to notice same.

29.               Scheduling of Public Hearing for the Creation of the Redway Underground Utility District No. 1

RECOMMENDATION: Hold public hearing on February 25, 1997 and direct Clerk to publish notice of public hearing and to notify property owners.

5.                   Draft Amendments to the Beach and Dunes Motor Vehicle Use Ordinance

RECOMMENDATION: Adopt Resolution No. 97-21 with minor changes in language to Chapter 7, Section 917-3 in the last phrase to "except roads, parking areas and other paved areas," approve said amendments for submittal as a Local Coastal Program Amendment to the California Coastal Commission; and authorize application to the State Lands Commission for a general permit to enforce the ordinance in areas which may be State public trust areas.

RECOMMENDATION: Authorize Chair to send letter to Don Peterson requesting he find a sponsor and develop a bill returning a percentage of the PERS surplus to counties.

1.                   Bonnie Orris of the North Coast Rape Crisis Team shared statistics of the crime of rape in Humboldt County.Carol Hill, Executive Director of the Humboldt County Child Care Counsel spoke about the services offered by their program.
