1.                   Request for Approval of the Detailed Supplemental Budget ($10,218), Which Provides Funding for the Pest Detection Program

RECOMMENDATION: Approve supplemental budget, relating to previously-approved Pest Detection contract from August 14, 2004 (Board Order No. C-1).

Board of Supervisors

2.                   Continuation of Emergency - Transmission of Disease Through Contaminated Needle Use (Supervisor Rodoni)

RECOMMENDATION: Declare that a local state of emergency, per Resolution No. 2000-14, remains in effect until May 24, 2005, allowing the Public Health Branch to continue a needle-exchange program.

3.                   Annual Old Timer's Parade in Orleans (Supervisor Geist)

RECOMMENDATION: Adopt the Resolution.

District Attorney

8.                   Grant Funding ($181,014) from the Governor's Office of Emergency Service, Law Enforcement and Victim Services Division, for the Continuation of Services to County Victims of Crime Through Fiscal Year 2005-2006

RECOMMENDATION: Authorize Chair to execute the original Grant Proposal/Award Face Sheet and Certificate of Assurance of Compliance.

9.                   Execution of Joint Powers Agreement with Victim Compensation and Government Claims Board for Fiscal Years 2005-2007

RECOMMENDATION: Adopt Resolution No. 05-__, and authorize the Chair to execute the Standard Agreement with the Victim Compensation and Government Claims Board ($258,618 in grant funds) and the Certification.

10.               Extension of Extra-Help Hours for Various Employees

RECOMMENDATION: Extend hours for Hazel Vivas, Mental Health Case Manager, to a maximum of 1440 hours.  Extend hours for Mary Dimick, Medical Office Assistant, to a maximum of 2080 hours.  Extend hours for Kelly Dunn, Medical Office Assistant, to a maximum of 1880 hours.  Extend hours for Dawn Hickcox, Office Assistant, to a maximum of 1920 hours.  Extend hours for Rhiannon Moore, Medical Office Assistant, to a maximum of 1920 hours.  Extend hours for Ivan Enos, Mental Health Maintenance Custodian, to a maximum of 1040 hours.

11.               Request for Supplemental Budget ($33,000) to Adjust the Parks Budget to Reflect Actual Revenues and Expenditures

RECOMMENDATION: Approve request.

12.               Request for Continued Compensation for Jim Brewer as if He Had Been Promoted to the Classification of Bridge Crew Supervisor from April 23, 2005 and Continuing Through September 10, 2005; or Until the Position of Bridge Crew Supervisor is Filled, Whichever Occurs First

RECOMMENDATION: Approve request.

13.               Wilcox Overflight Easement; Assessor's Parcel No. 511-241-044; McKinleyville

RECOMMENDATION: Accept the Overflight Easement to the County of Humboldt executed by Cindy I. Wilcox and Mark D. Wilcox for the benefit of the Arcata-Eureka Airport.

4.                   It is the intention of the Board of Supervisors to meet in closed session to consider the public employee performance evaluation for the position of Director of Community Development Services pursuant to Government Code Section 54954.5.

5.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.
