1.                   Resolution Authorizing Submission of an Application to Obtain a $500,000. Proposition 50 Integrated Regional Water Management Planning Grant and Authorizing Community Development Services Director to Administer and Execute the Grant Agreement. (Community Development Services)

1.                   Resolution of Commendation for Charles Blunk on His Retirement from the Humboldt County Department of Public Works (Supervisor Rodoni)

2.                   Approval of the Board Orders--Meeting of April 19, 2005

RECOMMENDATION: Approve the Board Orders.

3.                   Approval of the Board Orders--Meeting of April 26, 2005

RECOMMENDATION: Approve the Board Orders.

4.                   Appointment to the Area I Developmental Disability Program Board

RECOMMENDATION: Approve Sue Prine with term to expire on June 30, 2008.

Community Development Services

5.                   Request for Review and Approval of a Bridge Loan of Up to 1.8 Million Dollars for the City of Rio Dell's Water System Infrastructure Improvements Under the Headwaters Community Investment Fund Program

RECOMMENDATION: Authorize the Director of the Community Development Services Department to sign the loan documents and related forms, when completed, with the City of Rio Dell.



6.                   Supplemental Budget for the Building Inspections Division Through Transfer from Building Division's Trust Fund

RECOMMENDATION: Approve the supplemental budget for the remainder of Fiscal Year 2004/2005 to support the staff revisions and minor remodel in the Community Development Services Department, Building Inspection Division.  Approve the transfer of $34,437.00 from the Building Inspection Division's Trust Fund #3564000 to Revenue line item #1100262-203000.  Approve appropriation transfer of $4,563.00 from the General Fund contingencies.

District Attorney

7.                   Request for the Disallocation of a 1.0 FTE Program Coordinator Position and 3.0 FTE Victim Witness Program Specialist Positions in Budget Unit 252 Effective July 30, 2005

RECOMMENDATION: Approve request, and authorize the Personnel Department to begin the layoff process for the disallocated positions.

Health and Human Services - Social Services Branch

8.                   Allocation of Two Full-Time Administrative Analyst I/II Positions

RECOMMENDATION: Approve allocation for assignment to implementation and continuing operation of in-home support services quality assurance.

Public Works

9.                   Construction of Security Fence at Rohnerville Airport; Project No. AIP 3-06-0083-04; Contract No. 911100

RECOMMENDATION: Receive and file the bids, and award the project to Thomas R. Bess.

10.               Tauzer Easement and Agreement for Storm Damage Repairs to a Portion of Bald Mountain Road

RECOMMENDATION: Accept Easement Deed, and authorize Chair to execute agreement.

11.               Acceptance of Easement Deed and Summary Vacation of a One-Foot Non-Vehicular Access Strip; Shelter Cove Subdivision; Assessor's Parcel No. 111-203-016

RECOMMENDATION: Accept the Easement Deed executed by Robert and Nancy Dilworth.  Adopt Resolution No. 05-__, summarily vacating an existing one-foot, non-vehicular access strip in the Shelter Cover Subdivision.


12.               Federal Equitable Sharing Agreement

RECOMMENDATION: Approve agreement with the U. S. Department of the Treasury.


1.                   Proclaim May 2005 as Older Americans Month (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim 2005 as Colorectal Cancer Awareness Year (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

County Administrative Office (CAO)

1.                   Standing Item--Update on State Budget

RECOMMENDATION: Receive update, and take appropriate action (if required).

RECOMMENDATION: Take appropriate action (if required).

G.                 CLOSED SESSION

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Employees   (if required)

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9   (if required)

4.                   It is the intention of the Board of Supervisors to meet in closed session to consider the public employee performance evaluation for the position of Public Defender pursuant to Government Code Section 54954.5.

5.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

H.                  PUBLIC APPEARANCES--1:30 P.M.

This 15-minute portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers voluntarily sign the sheet at the front doors of the Chamber by 1:25 p.m.
