Board of Supervisors

1.                   Letter of Support for Humboldt County Sheriff's Off-Highway Vehicle Law Enforcement Grant Application (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign letter of support.

2.                   Letter of Support for Arcata Fire Protection District Grant Application to the Aid to Firefighters Grant Program (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to sign letter of support.

3.                   Designation of Humboldt Arts Council as Humboldt County's Authorized Partner to the California Arts Council (Supervisor Neely)

RECOMMENDATION: Approve the designation.

Child Support Services

4.                   Request for Direction That the Cooperative Personnel Service (Merit Systems) Immediately Begin the Employee Layoff Process for a Legal Services Assistant I/II Position Commensurate with the 2005-2006 budget for the department of Child Support Services to be Effective June 19, 2005

RECOMMENDATION: Approve request.

Health and Human Services - Administration

5.                   Request for Increase in FTE of a Public Health Nurse Position and a Community Health Outreach Worker Position in Budget Unit 460

RECOMMENDATION: Approve request.

6.                   First Amendment to Lease with K'ima:w Medical Center, an Entity of Hoopa Valley Tribe, a Federally-Recognized Indian Tribe

RECOMMENDATION: Approve amendment to extend lease to July 31, 2006, to allow the continued occupation of the premises for an outstation for an Eligibility Worker to assist with the CalWORKs, Food Stamps, and Medi-Cal programs.

Health and Human Services - Mental Health Branch

7.                   Request for Fixed Asset--Purchase of a New Refrigerator for the Healthy Moms Program

RECOMMENDATION: Approve purchase.

8.                   Appointments to the Alcohol and Drug Advisory Board

RECOMMENDATION: Appoint Rebecca Tanenhaus and Shannon Durbin to said board.

9.                   Accelerated Step Increase for Suzanne Kathleen Hayes, Administrative Secretary for the Board of Supervisors

RECOMMENDATION: Approve an accelerated step increase to Salary Range 287, Step E, effective May 22, 2005.

10.               Lease with the Transportation Security Administration (TSA); Supplemental Agreement No. 3 to Lease No. GS-09B-01252

RECOMMENDATION: Approve supplemental agreement to allow the TSA to continue to provide passenger screening at the Arcata-Eureka Airport.

11.               Request for Extension of Extra-Help Hours for William Becker to a Maximum of 1,310 Hours for Fiscal Year 2005-05

RECOMMENDATION: Approve request.

12.               Easement Deed and Agreement for the Saunders Creek Culvert Replacement Project on the Mattole Road

RECOMMENDATION: Accept the Easement Deed executed by Dean L. Petersen, Susan J. Petersen and Jack L. Smith.  Execute, in duplicate, the Agreement with Dean L. Petersen, Susan J. Petersen and Jack L. Smith.  Direct that the Department of Public Works cause a check to be processed as just consideration for acquired right of way described in the executed Easement Deed in the amount of $500.00 payable to the appropriate parties.

13.               Long-Term Loan of Aerial Photographs to the Humboldt County Historical Society

RECOMMENDATION: Direct Public Works, in conjunction with County Counsel, to prepare an agreement with the Historical Society covering said long-term loan; and authorize the Director of Public Works to execute the agreement.

Sheriff

14.               Renewal of Existing Funding Agreement with the Drug Enforcement Administration (DEA) for the Eradication of Marijuana in Local Jurisdictions

RECOMMENDATION: Approve DEA Agreement No. 2005-19, which specifies that $135,000 in funding must be spent by December 31, 2005, for Deputies' overtime, salary, and overtime of Reserve Officers during the time they are engaged in activities leading to controlled substance eradication, as well as appropriate per diem and some direct costs associated with the arrest of controlled substance violators.  (Part of the increase in revenue with this agreement is specified for the purchase of two ATV's and a trailer.)

Treasurer-Tax Collector

15.               Resolution Authorizing the Loleta Union Elementary School District to Issue and Sell Bonds Directly, In Accordance with Education Code Section 15140

RECOMMENDATION: Adopt Resolution No. 05-__.

16.               Schools Combined Request for Issuance of Tax and Revenue Anticipation Notes

RECOMMENDATION: Authorize the Clerk of the Board of Supervisors to notify, in writing, the Eureka City Unified School District, McKinleyville Union Elementary School District, Southern Humboldt Joint Unified School District, Northern Humboldt Union High School District, and their bond attorneys (Orrick, Herrington & Sutcliffe) that the Board of Supervisors will not act to authorize the aforementioned districts to issue Tax and Revenue Anticipation Notes.

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim May 2005 as Veterans Appreciation Month (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim May 2005 as Women's Health Month (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim May 2005 as Mental Health Month (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

4.                   Proclaim May 2005 as Elder and Dependent Adult Abuse Awareness Month (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

E.                  DEPARTMENT REPORTS

Public Works

1.                   Proposed Ordinance Amending Section 431-65(9) of the Humboldt County Code, Relating to Parking on School Road (Requesting the Elimination the Parking of Vehicles on School Road Along the Frontage of the New Veterinary Facility and Adjacent Property Across the Road from K-Mart)

RECOMMENDATION: Introduce the ordinance by title, waive the first reading thereof, and set the ordinance for adoption on Tuesday, June 7, 2005.

District Attorney

2.                   Request for the Disallocation of a 1.0 FTE Program Coordinator Position and 3.0 FTE Victim Witness Program Specialist Positions in Budget Unit 252 Effective July 30, 2005

RECOMMENDATION: Approve request, and authorize the Personnel Department to begin the layoff process for the disallocated positions.

County Administrative Office (CAO)

RECOMMENDATION: Receive update, and take appropriate action (if required).

4.                   Standing Item (Information Only)--Report from the CAO

1.                   Proclaim May 15 - 21, 2005 as National Emergency Medical Services Week (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

H.                  CLOSED SESSION

1.                   Standing Item--Report from Prior Closed Session   (if required)

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Employees   (if required)

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9   (if required)

4.                   It is the intention of the Board of Supervisors to meet in closed session to consider the public employee performance evaluation for the position of Director of Library Services pursuant to Government Code Section 54954.5.

5.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.
