RECOMMENDATION: Approve bylaws and the Councilís request for additional members.

3.                   Presentation Regarding the Policy and Public Safety Problems Caused by the Marijuana Eradication Activities

RECOMMENDATION: Look into following areas and report back to Board with recommendations.1) Influence the source of grant funds; 2) refuse to accept grants for marijuana eradication; 3) where provisions of CEQA applies; 4) MOU between Board and Sheriff; and 5) address the requests made by Civil Liberties Monitoring Project.

1.                   Aldo Bongio read a letter stating his position on various items.Pam Brock is trying to get an animal shelter in Southern Humboldt County.Rick Egan asked about Fixed Based Operator at Rohnerville Airport. There were several others that spoke.(See scanned documents.)

Public Works

1.                   Road Maintenance Program Status/Response to Maple Creek Rural Watch Committee Comments

RECOMMENDATION: Receive and file.

2.                   Maple Creek/Snow Camp Better Roads Citizens Group

RECOMMENDATION: Reject the Memorandum of Understanding concept presented by the citizens group, and direct Public Works to maintain the road according to the same standards and priorities as all other County roads.
