RECOMMENDATION: Rescind disallocations of .26 FTE Supervising Librarian in Willow Creek .67 FTE Supervising Librarian in Garberville, allocate 1 FTE Senior Library Assistant in Eureka and disallocate 1 FTE Library Assistant I/II in Eureka.

RECOMMENDATION: Authorize Mental Health Direct to sign fourth amendment.

10.               Transfer from Mental Health Contingencies to Various Accounts

RECOMMENDATION: Approve transfer of $112,747.

11.               Charge Rate Schedule for Mental Health Effective July 1, 1997

RECOMMENDATION: Approve and adopt charge rate schedule.

Public Works

12.               Proposed Changes in Solid Waste Franchise Collection Rates, County Redway Transfer Station Tonnage Rate, and Cummings Road Landfill Rate

RECOMMENDATION: Hold public hearing on June 24, 1997 at 1:45 p.m.

13.               Use of Parkland Dedication Fees for Continued Development of Hammond Trail

RECOMMENDATION: Commit $3,052 for the continued development of the trail.

14.               Transfer of $30,000 to Line Item for A87 Overhead Costs

RECOMMENDATION: Approve transfer from Road Fund Contingency.

15.               Lease Agreement with Al Castaldi for Air Charter Service at Murray Field

RECOMMENDATION: Authorize Chair to sign 3-year lease agreement.

16.               Contract to Exceed Legal Weight Limits--Loaded Log Trucks on Fickle Hill Road

RECOMMENDATION: Approve contract with Simpson Timber Company.

17.               Acoustical Remediation and Purchase of Sanitary Shields in the Jail

RECOMMENDATION: Approve supplemental budget in the amount of $43,265.

3.                   Proclamation Declaring June 9-18, 1997 as Week of the Oyster (Supervisor Woolley)

RECOMMENDATION: Continued to June 10, 1997.

4.                   Resolution Commending the Humboldt County Historical Society on the Release of the Book Celebrating 50 (Supervisor Neely)

RECOMMENDATION: Adopt resolution of commendation.

E.                  PUBLIC APPEARANCES--Humboldt County Visitors and Convention Bureau 9:30 A.M.

 

1.                   Don Leonard, Executive Director and Kathleen Gordon Burke, Marketing Director for the Humboldt County Visitors and Convention Bureau made a presentation to the Board regarding the benefits Humboldt County received from the marketing of the movie The Lost World Jurassic Park which was filmed in Humboldt County.

RECOMMENDATION: Authorize Chair to send letter asking for Governor Wilson's support regarding monies to be allocated to partially make up for ERAF shift.

5.                   Standing Item for Report(s) on 1997-98 Budget Process

RECOMMENDATION: Hear report on budget units for the Planning & Building, Library Services and budget units for other County Departments.

6.                   Abbreviated Consolidated Plan--Community Development Block Grant Program

RECOMMENDATION: Accept and file submitted Abbreviated Consolidated Plan.

1.                   Funds for the Eradication of Marijuana Through December 31, 1997 ($45,000)

RECOMMENDATION: 1) Approve agreement with the Drug Enforcement Administration; 2) appoint Supervisors Rodoni and Kirk to meet with Sheriff and staff to create an MOU to prioritize the drug problems in County.MOU to be brought back in 2 weeks further discussion.
