3.                   Special District Benefit Assessment Classification--Publicly Owned Properties

RECOMMENDATION: Acting as the Commissioners of the Garberville, Hydesville, Loleta, Myers Flat, Pacific Manor and Weott Lighting Districts and of County Service Area No. 4, approve the following:1) in the lighting districts enumerated above, unimproved property owned by a public agency shall be assigned one unit of benefit, equivalent to privately-owned unimproved property; and 2) in County Service No. 4 federal and state property shall be exempt from benefit assessment for fire protection services.

4.                   Resolution Adopting Fiscal Year 1997-98 Budgets for the Lighting Districts of Garberville, Hydesville, Loleta and Rohnerville; the Street Lighting Maintenance Districts for Myers Flat, Redcrest, Weott, and Pacific Manor, the Humboldt County Flood Control District; Subzone 1-1 Janes Creek Storm Drain Maintenance District and the Fire Protection Districts for Fortuna, Loleta and Whitethorn

RECOMMENDATION: 1) Approve concept of contract maintenance of airport terminal grounds; 2) direct staff to work with Personnel Dept. to study the possible elimination of Airport Grounds Keeper position and reassign full-time position to two Airport Service Worker half-time positions; 3) direct staff to solicit grounds keeping bids from qualified licensed contractors for grounds keeping duties required by Aviation Division and 4) direct staff to return with a full report concerning feasibility of above items (1-3) within 90 days.

4.                   Request to Send a Letter to United Airlines Expressing Community Concerns and Requesting Additional Seating Capacity to San Francisco

5.                   Airport Improvement Program Grant for Arcata-Eureka Airport ($1,003,056)
