RECOMMENDATION: Approve contract documents, adopt Resolution No. 97-38 and open bids on April 30, 1997.

5.                   Janes Creek Flood Control District

RECOMMENDATION: Authorize up to $26,000 for installation of two low-head tide gates at mouth of Janes Creek and direct staff to start process of dissolving district with all excess funds to be transferred to City of Arcata to be used solely for improvements benefiting district.

Social Services

6.                   Housing Needs of the Department of Social Services

RECOMMENDATION: Direct Administrative Service to take steps to renew for a 10-year term (with option to renew lease for 10-year periods; lease for main DSS building located 929 Koster St. and direct Administrative Services (AS) to work with Lessor and DSS to determine necessary health and safety upgrades; 2) direct AS to take steps to renew for a 10-year term (with option to renew lease for 2 10-year periods the lease for DSS Annex location at 537 W. Washington St. in Eureka and direct AS to work with Lessor and DSS to determine necessary health and safety upgrades; 3) direct AS to take steps to enter into a 10-year lease (with option to renew lease for 2 10-year periods) with Lessor of property located at 445 W. Washington St. Eureka and direct AS to work with Lessor and DSS to determine necessary remodeling for office space; 4) Direct AS to take steps to renew for a 10-year term (with option to renew lease for 2 10-year periods) that portion of building and parking lot space located at 600 W. Clark St. currently leased by County for DSS; and 5) direct AS to work with County Counsel and DSS to develop above leases and to return to Board with said leases with information on financial impact of leases.
