2.                   Humboldt County Investment Policy Review Committee (Supervisor Dixon)

RECOMMENDATION: Request the County Treasurer to comply with Sections 27130 through 27137 of the California Government code; report no later than 60 days from May 6, 1997, with suggested committee members in accordance with Section 27132; and direct County Counsel to draft the necessary resolution authorizing the establishment of said committee.

3.                   Area 1 Agency on Aging Request for General Funds (Supervisor Neely)

RECOMMENDATION: Refer request for $71,968 to the 1997-98 budget process.

RECOMMENDATION: Authorize Road Commissioner to Invoke Section 20395(e) of the State Contract Act which authorizes the immediate repair of damaged roadways costing over $25,000 without the normal advertising for bids.

1.                   Carolyn Crnich, County Clerk-Recorder stated that her department now has a toll-free number available to outlying areas of Humboldt County.Alfred Oliphant spoke on logging issues in the Westhaven area.Don Davenport opposes the parking of recreational vehicles and boats on residential streets.

2.                   Appeal of the Planning Director's Administrative Determination Regarding the Preparation of an Environmental Impact Report for the Tors Major Subdivision; File No. APN 509-240-02; Case No. FMS-12-94; VERLIN & BEVERLY TORS, Applicants

RECOMMENDATION: Deny the appeal and uphold the Planning Director's determination.
