RECOMMENDATION: Approve purchase in the amount of $400.

2.                   Letter of Support for California Tourism Marketing Act (Supervisor Neely)

RECOMMENDATION: Ratify letter to Sen. Thompson signed by the Chair on July 1, 1997.

3.                   Request from the Agriculture Department at Eureka High School for County's Donation of Redwood Fish Stored at McKinleyville Airport and any Additional Fish-Rearing Supplies or Equipment that may be Available in Storage (Supervisor Neely)

RECOMMENDATION: Approve donation of equipment stored at the McKinleyville Airport and reschedule donation of the fish at a future meeting.

Public Works

2.                   Advertisement or Award of Storm Damage Repair Projects

RECOMMENDATION: Approve plans and specifications for construction of storm damage repair to Blue Slide Road, and hold bid opening on August 5, 1997.

3.                   June 1998 Ballot Initiative Entitled "The Government Cost Savings and Taxpayer Protected Amendment", AB 376 (Baca) and SB 479 (Alpert)

RECOMMENDATION: Send letter of opposition to Governor Wilson, State Senator Thompson, Assemblywoman Strom-Martin, Legislative Advocate Don Peterson, the California State Association of Counties and the County Engineers Association of California.

Planning & Building

4.                   Christensen Plan Amendment Petition; Fernbridge Area; File No. 309-071-19; Case No. GPA-01-96

RECOMMENDATION: Make required findings pursuant to Sections 1452.2(1) and 1452.2(3) of Framework Plan, and accept applicant's petition to amend Eel River Area local Coastal Plan for 4 properties to a Rural Residential plan designation with density of 1 dwelling unit per 2.5 acres.


5.                   License Agreement with the McKinleyville Community Services District

RECOMMENDATION: Approve license agreement to cover the Library's proposed occupation of the new building now under construction in McKinleyville.

Agricultural Commissioner

6.                   Agreement with U.S. Dept. of Agriculture, Animal & Plant Health Inspection Services, Animal Control Division for Animal Damage Management Activities to Reduce, Terminate and Prevent Predation of Livestock and Loss of Crops and Other Property Caused by Damaging Birds and Mammals

RECOMMENDATION: Authorize Chair to sign agreement.

1.                   Presentation from County Fish & Game Advisory Commission Regarding the Five MPH Speed Limit Modification on Big Lagoon (Supervisor Neely)

RECOMMENDATION: Adopt Resolution No. 97-81 supporting the modification of regulations pertaining to Big Lagoon to Protect the wildlife and offer equal use opportunity for all user groups.

2.                   Fish and Game Advisory Commission Grant Proposals (Supervisor Neely)

RECOMMENDATION: Approve funding for the Eel River Salmon Restoration Project ($1,933.56) CalTip ($500) and the HSU Department of WIldlife Management ($1,500).

3.                   Presentation by Taxpayers for Headwaters Forest in Response to Pacific Lumber Company's Presentation on April 29, 1997

RECOMMENDATION: Supervisor Woolley said that he would work with County staff and the appropriate groups to develop a date and agenda for a study session of the Board of Supervisors on issues pertaining to the Headwaters Forest, including the procedures for awarding and monitoring of timber harvest plans and the use of herbicides as a management tool.Taxpayers for Headwaters Forest was requested to submit their request for a study session in writing.

11:00 a.m.--Supervisor Rodoni

4.                   Presentation by Ed Denson on Proposition 215, the Compassionate Use Act, Regarding the Use of Marijuana for Medicinal Purposes (The discussion will include the procedures and protocols for implementation)

RECOMMENDATION: Appoint Supervisors Rodoni and Woolley as a subcommittee of the Board of Supervisors to report back to the Board with recommendations on the concept of establishing a committee pertaining to the implementation of Proposition 215 in Humboldt County.

1.                   Warren Bullis Senior said that the concept of a Domestic Partnership Ordinance should go before the voters of Humboldt County as a ballot measure instead of the Board adopting an ordinance.Sam Stanson said that the Planning Department will not allow him to see his files pertaining to his application for the development of his Little River Property.
