Board of Supervisors

1.                   Resolution Honoring Fire Chief Dave White of the Arcata Fire Protection District on His Retirement (Supervisors Woolley and Geist)

RECOMMENDATION: Adopt the Resolution.

Health and Human Services - Administration

2.                   Agreement with Dr. Ann Lindsay for Health Officer Services

RECOMMENDATION: Renew agreement through June 30, 2009.

Health and Human Services - Public Health Branch

3.                   Contract with Renner Petroleum for Participation in the Used Oil Program

RECOMMENDATION: Approve contract.

Public Works

4.                   Storm Damage Repairs on Bald Mountain Road; Contract No. 203155

RECOMMENDATION: Award the project to R. Brown Construction.

5.                   Fire Damage Repair--Humboldt County Main Library

RECOMMENDATION: Approve plans and specifications, and open bids on August 12, 2005.

6.                   Sign Shop Fire--Building Replacement; Project No. 325901

RECOMMENDATION: Receive and accept the proposed Jacobs Avenue site plan as the proposed replacement location for facilities lost in the Second Street fire.  Direct the Public works Director to proceed with developing design options on the Jacobs Avenue site as a replacement site for the lost facilities.

D.                  DEPARTMENT REPORTS

Community Development Services--Economic Development Division

1.                   Request for Approval of a Headwaters Community Investment Fund Loan of Up to $277,000 to the County Redevelopment Agency for Redevelopment Plan Development and Adoption, Subject to Specified Terms and Conditions

RECOMMENDATION: Approve request, and authorize the CAO to sign the loan documents and related forms when completed on behalf of the Headwaters Fund (after review by County Counsel and Risk Management).

County Administrative Office (CAO)

2.                   Standing Item--Update on State Budget

RECOMMENDATION: Receive update, and take appropriate action (if required).

3.                   Standing Item (Information Only)--Report from the CAO

RECOMMENDATION: Hear report.

Clerk of the Board

4.                   Appointments to the Human Rights Commission

RECOMMENDATION: Appoint two commissioners to represent the Second Supervisorial District.

E.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters

RECOMMENDATION: Hear reports.

2.                   Standing Item--Report on Potential or Proposed Big Box Retail Development in Humboldt County

RECOMMENDATION: Take appropriate action (if required).

F.                  CLOSED SESSION

1.                   Standing Item--Report from Prior Closed Session   (if required)

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Employees   (if required)

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9   (if required)

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

G.                 PUBLIC APPEARANCES--1:30 P.M.

This 15-minute portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers voluntarily sign the sheet at the front doors of the Chamber by 1:25 p.m.

 

H.                  PUBLIC HEARING--1:45 p.m.

County Administrative Office (CAO)

1.                   Update of 2005-06 Fees and Charges

RECOMMENDATION: Approve the new, increased, or changed fees; or modify the new, increased or changed fees. Introduce Ordinance by title (updating the Humboldt County Schedule of Fees and Charges for 2004-05), waive the first reading of the ordinance, and adopt Ordinance No. ___.

I.                     ADJOURNMENT

Adjourn to Monday, July 18, 2005, at 8:00 a.m. for a Closed Personnel Session for the Interviewing of Candidates for the Position of Director of Public Works
