RECOMMENDATION: Approve request.

RECOMMENDATION: Approve agreement with the Federal Aviation Administration.

RECOMMENDATION: Bring back both Options 1 and 2 and a proposal for an appeals board for Board consideration during the County Budget Hearing process for Fiscal Year 1997-98 (scheduled for Thursday, September 4, 1997).

Sheriff

4.                   Marijuana Suppression Program Grant for 1997-98

RECOMMENDATION: Defer action on this item in order for the Planning and Building Department to conduct an environmental review of this program pursuant to the requirements of the California Environmental Quality Act.

5.                   Report on Proposed Legislation (No Action Required)

6.                   Request that the Board Reaffirm a Policy Whereby Each Department is Expected to Generate Budgeted Revenues and Stay Within Budgeted Appropriations or Come Before the Board Prior to Or, In the Case of an Unanticipated Emergency, Immediately Following the Need to Overexpend Budgeted Appropriations

RECOMMENDATION: Approve request.

1.                   Mrs. Mintz was disappointed to hear that her property has an agricultural zoning. Mike O'Neil of Stafford Road said that there are no pre-warnings of slides.

RECOMMENDATION: Uphold Planning Commission's Decision and deny the appeal.The permit operate consistent with the County noise standards in the adopted General Plan.

2.                   Appeal of Planning Director's Determination that a Coastal Development Permit is Required for a Drinking and Dining Establishment and the Director's Denial of a Zoning Clearance Certificate for Proposed Use of a Drinking and Dining Establishment RICHARD MILLER Applicant; Case No. IR-63-96; File No. AP 306-121-45F; King Salmon

RECOMMENDATION: Continue to the meeting of September 23, 1997.

3.                   Appeal of Planning Commission's Action on Conditional Use Permit Application No. CUP-42-95; KENNETH D. BEEBE, Applicant File No. APN 214-131-10; Phillipsville Area; SAVE THE REDWOODS LEAGUE Appellant

RECOMMENDATION: Uphold the Planning Commission's action, and deny the appeal.

RECOMMENDATION: Adopt Resolution No. 97-97.

RECOMMENDATION: Submit the Annual Grantee Performance Reports to the State Department of Housing and Community Development.

RECOMMENDATION: Adopt Resolution No. 97-98

RECOMMENDATION: Continue the public hearing to August 27, 1997.
