RECOMMENDATION: Reimburse $2,000 to Fund 1100-707-140.

2.                   Reimbursement to Planning Department for Telephones Traded in as it Upgrades to a New Digital Phone System

RECOMMENDATION: Reimburse $6,300 to Fund 1100-707-140.

Board of Supervisors

3.                   Letter of Support to Governor Wilson Regarding SB 921 (Supervisor Neely)

RECOMMENDATION: Ratify letter sent to Governor Wilson on September 12, 1997.

Clerk of the Board

4.                   Approval of the Board Orders from the Board Meeting of September 16, 1997

RECOMMENDATION: Approve the Board Orders.

District Attorney--Family Support

5.                   Establishment of a Special Child Support Interest Bearing Trust Fund to be Used to Guarantee the Monthly Payment of Child Support

RECOMMENDATION: Establish trust fund in the amount of $3,588.

Employment Training

6.                   Allocation of a Departmental Information System Technician Position

RECOMMENDATION: Approve allocation and supplemental budget of $25,690.

7.                   Memoranda of Understanding (MOU) with 12 Local Agencies/Business

RECOMMENDATION: Approve MOU for placement of information stations.

Health

8.                   Collection, Transport & Disposal Services--Household Hazardous Waste Program

RECOMMENDATION: Approve agreement with Recycling Research & Development Inc.

9.                   HIV CARE Consortium Subcontracts for Fiscal Year 1997-98 Budget Unit 470

RECOMMENDATION: Approve subcontracts with Humboldt County HIV CARE Consortium Humboldt Home Health Services, Humboldt Open Door Clinic, North Country Clinic, North Coast AIDS Project and Redwoods Rural Health Center.

10.               HIV CARE Consortium Subcontracts for Fiscal Year 1997-98; Budget Unit 470

RECOMMENDATION: Approve subcontracts with Humboldt Home Health Services, North Coast AIDS Project, and Redwoods Rural Health Center.

11.               Amendment to WIC Contract with State for $2,300 in Additional Administration Funds for Relocation Costs Including Cabling for ISIS Program Automation

RECOMMENDATION: Authorize Chair to sign contract amendment.

12.               AIDS Drug Assistance Program Standard Agreement Through Sept. 30, 1997

RECOMMENDATION: Approve contract with the State Department of Health Services.

13.               Contract for High-Risk Infant Follow-Up Program and Revenue of $3,679

RECOMMENDATION: Approve contract with the State Department of Health Services.

14.               Adoption of Perinatal Outreach and Education Budget and Allocation of Perinatal Outreach and Education Staff Positions

RECOMMENDATION: Approve $99,961 budget; and allocate a Public Health Nurse position, a Health Education Specialist I/II Position (.80 FTE) and approve increase in Medical Office Assistant I/II position currently occupied by Aida Gonzalez-Miles from .50 FTE to .60FTE.

Mental Health

15.               Provision of Treatment and Education Services to Pregnant and Parenting Women with Substance Abuse Problems

RECOMMENDATION: Approve amendment to agreements between the Departments of Mental Health and Public Health to adjust the funding for Fiscal Year 1997-98 due to decreased funding from the State.

16.               Purchase of Management Information System for Alcohol & Other Drugs Program

RECOMMENDATION: Approve contract with CMHC Systems, Inc. and approve transfer of $100,168 from Mental Health Contingencies.

Public Works

17.               Request for Appointment of a Senior Real Property Agent to Overlap with the Incumbent for a Period not to Exceed Three Months

RECOMMENDATION: Approve request.

18.               Ordinance Amending Section 422-8 of the Humboldt County Code Relating to Speed Limits in Business or Residence Districts (Drake Hill Road)

RECOMMENDATION: Introduce ordinance by title, waive first reading, and set the ordinance for adoption at least one week away.

19.               Purchase of a Solinist Water Level Meter for $600 and a Digital Conductivity/Temperature/pH Tester in the Amount of $500

RECOMMENDATION: Approve purchase.

20.               Agreement for Pasco Hangar and Air Charter Service at the Rohnerville Airport

RECOMMENDATION: Approve agreement with Charles Jones.

Sheriff

21.               Adoption of Two New Job Classes and the Allocation of Three Positions

RECOMMENDATION: Adopt classes of Kitchen and Laundry Supervisor (allocate one) and Correctional Work Crew Leader (allocate two).

Social Services

22.               Transfer of $17,000 from Literacy Project Trust to South Jetty Expenses

RECOMMENDATION: Approve transfer through Contingencies.

RECOMMENDATION: Award Murray Road contract to Mercer Fraser Company, award Sprowel Creek Road contract to Jim E. Adams, and award Drake Hill Road project to Figas Construction.

RECOMMENDATION: Open the public hearing and continue same to October 14, 1997.
