RECOMMENDATION: Ratify proclamation.

2.                   Contract with Mr. John Murray for County Administrative Officer Services

RECOMMENDATION: Authorize execution of said contract.

Clerk of the Board

3.                   Approval of the Board Orders from the Board Meeting of September 23, 1997

RECOMMENDATION: Approve the Board Orders.

Conflict Counsel

4.                   Budget Appropriation Transfer to Establish Branch Office of Conflict Counsel

RECOMMENDATION: Approve transfer of $79,593.

County Counsel

5.                   Transfer of $6,000 to Pay for Office Moving Expenses for County Counsel Annex

RECOMMENDATION: Approve transfer from the Contingency Fund.

District Attorney

6.                   Violence Against Women Vertical Prosecution Program Application for Funding

RECOMMENDATION: Execute grant award face sheet in the amount of $90,000.

Elections

7.                   Rental Agreements for Polling Facilities for November 4, 1997 District Election

RECOMMENDATION: Authorize Chair to execute rental agreements.

Health

8.                   Supplemental Budget ($15,000) for Project LEAN and Increase of Health Education Specialist I/II Position from .65 FTE to .80 FTE

RECOMMENDATION: Approve requests.

9.                   Appointment of Lee Ann Sullivan, Executive Secretary at Step E

RECOMMENDATION: Approve request retroactive to October 10, 1997.

10.               Continued Costs of Relocating People from South Spit to Safe, Healthy Housing

RECOMMENDATION: Approve transfer $4,461 from the Contingency Fund.

Library Services

11.               Contract to Provide a Families for Literacy Program

RECOMMENDATION: Pulled until further notice.

Marshal

12.               Transfer of $3,200 to Compensate the Uniformed Personnel of the Current Marshal's Office in Accordance with Article 14, Section B2 of the Memorandum of Understanding Between the County and Humboldt Deputy Sheriff's Organization--Unit 6

RECOMMENDATION: Approve transfer.

Mental Health

13.               Compensation for Crisis Specialist Sean Egan as if He had been Promoted to the Class of Crisis Team Supervisor and Continuing Until the Crisis Team Supervisor Returns to Her Position Full-Time; and Increase in Crisis Specialist Position Currently Occupied by Sean Egan from .80 FTE to 1.0 FTE

RECOMMENDATION: Approve requests.

14.               Appointments to the Medical Staff of Sempervirens

RECOMMENDATION: Appointment Brenda Lightfoote-Young M.D. and grant her requested clinical privileges as she has successfully completed the credentialing/monitoring process; and reappoint Mohammed Khan M.D. reaffirming his requested clinical privileges.

15.               Increase in Compensation for Mental Health Clinician II Mary Ellen Volmer and Continuing Until Such Time as a Classification Survey of Mrs. Volmer's Position is Completed by the Personnel Department

RECOMMENDATION: Approve request.

Personnel

16.               Contract with Northcoast Claims for Medical Plan Claims Payment

RECOMMENDATION: Authorize Chair to sign contract.

Probation

17.               Compensation for Senior Probation Officer Tim Clohessy as if He had Been Promoted to the Class of Supervising Probation Officer and Continuing Until Supervising Probation Officer Returns to Work

RECOMMENDATION: Approve request.

Public Works

18.               Extra-Help Extension for Larry Harvey, Assistant Engineer

RECOMMENDATION: Approve extension to 960 hours.

19.               Amendment to Right-of-Entry Agreement for the Leonardo Levee

RECOMMENDATION: Approve amendment to agreement with Katherine E. Redding.

20.               Bear Canyon/Bear Gulch Bridges Design Contract Amendment Project Nos. 940129 and 940156

RECOMMENDATION: Approve amendment to contract Winzler and Kelly/Quincy Engineers to increase the compensation for Phase I by an amount not to exceed $20,000 to allow completion of additional geotechnical engineering services.

Sheriff

21.               Request to Disallocate Sheriff's Captain Position I Effection December 13, 1997

RECOMMENDATION: Approve request.

22.               Revision of Existing Job Classification for Evidence Technician and Property/Evidence Technician I/II; and Allocation of New Positions of Training Coordinator and Senior Legal Office Assistant

RECOMMENDATION: Approve requests.

23.               Implementation, Testing, Maintenance and Training--Jail Photo Imaging System

RECOMMENDATION: Approve supplemental budget of $13,560 for said project.

1.                   Proclamation Declaring November 1997 as Senior Safety Month (Supervisor Neely)

RECOMMENDATION: Adopt proclamation.

E.                  DEPARTMENT REPORTS

Planning and Building

1.                   Zabel Plan Amendment Petition; Willow Creek Area; File No. 522-181-01; Case No. GPA 02-96

RECOMMENDATION: Find that base information or physical conditions have changed and allow the applicant to make application for the requested Plan Amendment and associated Zone Reclassification conditioned upon the applicant paying all actual costs.

Public Works

2.                   Change Orders in Excess of $10,000 for Jail, Road, Bridge and Airport Projects

RECOMMENDATION: Authorize Director of Public Works to sign Change Order 3 ($15,804.23) for Arcata-Eureka Airport Improvement Project No. 911851; and authorize the Acting CAO to sign Change Order 19 to the contract with Mark Diversified, Inc., Jail Phase II contractor.

3.                   Standing Item--Advertisement or Award of Storm Damage Repair Projects (None)

4.                   Gravel Extraction Review Process

RECOMMENDATION: Hold study session on Nov. 13, 1997 and schedule final action for Dec. 2, 1997.

5.                   Report on Proposed Legislation--Letter to Frank Riggs, House of Representatives

RECOMMENDATION: Send letter pertaining regarding legislation to reopen the Air Flight Service Station.

6.                   Coroner's Office (continued from the meeting of October 14, 1997)

RECOMMENDATION: Direct the CAO to complete arrangements to hire Mr. Glenn Sipma to provide oversight for the Coroner's Office until long-term arrangements are made.

RECOMMENDATION: Allow extraction of up to 40,000 cubic yards annually.
