1.                   Request from the Redway Community Service District for Consolidation of its Advisory Election with the Statewide General Election on November 8, 2005   (Clerk of the Board)

RECOMMENDATION: Approve request for consolidation with the condition that the District reimburse the County for costs incurred pursuant to this request.

1.                   Appointment of Ethan Ricca to the Alderpoint County Water District (Supervisor Rodoni)

RECOMMENDATION: Appoint Ethan Ricca to the Alderpoint County Water District.

2.                   Appointment of William Wells to the Weott Community Services Board of Directors (Supervisor Rodoni)

RECOMMENDATION: Appoint William Wells to the Weott Community Services District Board of Directors.

3.                   Continuation of Emergency - Transmission of Disease through Contaminated Needle Use (Supervisor Rodoni)

RECOMMENDATION: Declare that a local state of emergency, per Resolution No. 2000-14, remains in effect until August 16, 2005, allowing the Public Health Branch of the Health and Human Services Department to continue a needle-exchange program.

Child Support Services

4.                   Reclassification of a Vacant Legal Clerk I/II Position to an Office Assistant I/II Position

RECOMMENDATION: Approve reclassification.

Clerk of the Board

5.                   Request from the Manila Community Services District for Consolidation of its Advisory Election With the Statewide General Election on November 8, 2005

RECOMMENDATION: Approve request for consolidation with the condition that the District reimburse the County for costs incurred pursuant to this request.

6.                   Reappointments to the Williamson Act Advisory Committee

RECOMMENDATION: Reappoint Gene Senestraro, John La Boyteaux, and Lawrence Dwight with terms to expire on June 30, 2007.

Community Development Services

7.                   Economic Development Division Job Classifications and Allocations

RECOMMENDATION: Approve allocation of the following positions:  Administrative Secretary (1); Administrative Analyst I (1); and an Economic Development Specialist (1).

8.                   Request for Approval of Plan Modification for Humboldt County Local Workforce Investment Area Strategic Plan 2005-07

RECOMMENDATION: Approve request.

9.                   Approval of Funding for Local Fire Safe Council Support Projects With HR 2389 Title III--Forest Service Funds

RECOMMENDATION: Approve funding for "Fruitland Homeowners' At-Risk Education" ($3,075) and "Support Workshop for Humboldt County Fire Safe Councils" ($6,250) as proposed by local fire safe councils and County Planning.

10.               Request for Second Amendment to Sublease with the Redwood Region Economic Development Commission for an Increase in Office Space at 520 and 530 E Street in Eureka

RECOMMENDATION: Approve request, which increases the monthly rent to $1,559.58.

County Administrative Office

11.               Request to Reclassify a Fiscal Assistant I/II Position to an Administrative Secretary Position in Risk Management

RECOMMENDATION: Approve request.

County Clerk-Recorder

12.               Agreement to Purchase Voting System Equipment and Services

RECOMMENDATION: Approve agreement with Diebold Election Systems.

District Attorney

13.               Acceptance of Vertical Prosecution Block Program Grant Award From the Governor's Office of Emergency Services, Law Enforcement and Victim Services Division ($62,368)

RECOMMENDATION: Authorize the Chair to execute the original Grant Proposal/Award Face Sheet and Certificate of Assurance of Compliance.

Health and Human Services - Administration

14.               Request to Reclassify Integrated Caseworker I Position to an Integrated Caseworker II Position

RECOMMENDATION: Approve reclassification request for position currently occupied by Kathi Hilliard.

15.               Request to End Temporary Increase in Compensation for Brian Davis, Public Health Branch Employee, Effective July 2, 2005

RECOMMENDATION: Approve request.

Health and Human Services - Mental Health Branch

16.               Extension of Lease for Office Space for AB 2034/334 Homeless Program

RECOMMENDATION: Extend lease with John Stubban for property at 1122 5th Street in Eureka through September 30, 2006.

17.               Agreement for Distribution and Administration of the AB 2034 Housing Set-Aside Funds for Program Enrollees

RECOMMENDATION: Extend agreement with Particular Council of the Redwood Region of the Society of St. Vincent de Paul through June 30, 2006.

18.               Agreement to Provide Long-Term Care to the Chronically Mentally-Ill Patients Requiring a Secure Setting

RECOMMENDATION: Extend agreement with Merced Manor through June 30, 2006.

Personnel

19.               Test Use Agreement with Cooperative Personnel Services for Board of Corrections Examinations

RECOMMENDATION: Authorize the Personnel Director to execute said agreement.

Public Works

20.               Lease Termination Agreement and Lease Agreement for Operation of Courthouse Snack Bar.

RECOMMENDATION: Approve the Lease Termination Agreement for the lease dated December 9, 2003 and First Amendment to Lease dated November 30, 2004 with Joseph Paquette and Dorthe Paquette for operation of the Courthouse Snack Bar, and authorize the Chair to execute the Lease Termination Agreement.  Authorize the Chair to execute the Lease Agreement with Michael Gann for operation of the Courthouse Snack Bar from August 22, 2005, through August 31, 2006.

21.               Blevin Avigation Easement; Assessor's Parcel No. 511-231-023; McKinleyville Area

RECOMMENDATION: Accept the Avigation Easement to the County of Humboldt executed by David and Susan Blevin for the benefit of the Arcata-Eureka Airport.

22.               Public Health Modular Laboratory and Office Site Work; Project 455000 ($244,820)

RECOMMENDATION: Award the project to Mayan Construction in Arcata.

23.               Construction of Pedestrian/Bicycle Improvements on Walnut Drive ($625,622)

RECOMMENDATION: Award Contract No. 200701 to RAO Construction.

Sheriff

24.               Firewood Distribution Agreement with the Humboldt Senior Resource Center

RECOMMENDATION: Authorize Sheriff Gary Philp to sign the "Senior Wood Agreement", which outlines this year's firewood distribution process for low-to-moderate-income senior citizens of the County.

25.               Purchase of Video Camera ($915)

RECOMMENDATION: Approve camera purchase for producing videos for inmate orientation, in-house scenario training for the Field Training Officer Program, recording crime scenes, and for public presentations.

26.               Purchase of FAX Machine ($500) and Two Legal-Size Shelf  Files ($1,600)

RECOMMENDATION: Approve said purchases for the Sheriff's Civil Section for use in the office space to which they recently moved.

27.               Purchase of a New Slicing Machine for Use by the Jail Cooks ($1,800)

RECOMMENDATION: Approve purchase to assure that meal preparation for the Correctional Facility will continue unimpeded.

1.                   Resolution of Commendation for Sharon Gage on Her Retirement From the Humboldt County Probation Department (Supervisor Rodoni)

RECOMMENDATION: Adopt the Resolution.

2.                   Resolution of Commendation for Dennis Bawden on His Retirement From the Humboldt County Sheriff's Office, Animal Control Division (Supervisor Rodoni)

RECOMMENDATION: Adopt the Resolution.

E.                  DEPARTMENT REPORTS

Public Works

1.                   Construction of Briceland Thorne Road; Contract No. 203851 ($296,677)   (Continued from the meeting of July 19, 2005)

RECOMMENDATION: Award the project to John N. Petersen, Inc., the lowest responsive bidder.

County Administrative Office (CAO)

2.                   Approval of Transient Occupancy Tax-Sharing Agreement with Humboldt County Convention & Visitors Bureau

RECOMMENDATION: Approve agreement.

3.                   Standing Item--Update on State Budget

RECOMMENDATION: Receive update, and take appropriate action (if required).

4.                   Standing Item (Information Only)--Report from the CAO

RECOMMENDATION: Hear report.

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9   (if required)

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

RECOMMENDATION: Open, and continue, the public hearing to the meeting of August 16, 2005.
