1.                   Phillipsville Water Association--Resolution of Public Necessity for Condemnation

RECOMMENDATION: Revoke Resolution No. 94-67 because the factual recitations upon which the resolution was based have been called into question.

2.                   Resolution Ordering the Reorganization of the Eureka Elementary School District and the Eureka High School District into the Eureka Unified School District

RECOMMENDATION: Adopt Resolution No. 97-119.

3.                   Agreement with the Eureka/Humboldt County Convention and Visitors Bureau

RECOMMENDATION: Approve agreement for Fiscal Year 1997-98 for $37,500.

4.                   Agreement with the Eureka/Humboldt County Convention and Visitors Bureau

RECOMMENDATION: Approve agreement for Film Commission for $8,000.

5.                   Allocation of $4,000 from Sale of the Indomitable Fish Sculpture to the Fish and Game Advisory Commission and the Remaining $1,501.99 to General Fund Contingency

RECOMMENDATION: CAO to report back in 1998 with additional options for funds disbursement.

RECOMMENDATION: Approve supplemental budget.

RECOMMENDATION: Approve change orders, which will provide funds for extra work required to construct a roadbed surface suitable for local traffic during the winter while the contract is under suspension.

RECOMMENDATION: Approve Memorandum of Understanding and direct staff to authorize payment based on the Board's decision on how to finance the program.

1.                   Bob Martel submitted a handout pertaining to a soil conservation ordinance.Jan Kraepelien summarized his requests as a result of the recent Board of Supervisors study session on timber issues.Charles Day said the Planning Department's personnel does not need to be increased but the existing staff needs to be properly trained.

RECOMMENDATION: Open the public hearing and continue same to the meeting of January 6, 1998.
