RECOMMENDATION: Appoint Leonard Schaal as an alternate member.  Forward the names of John Corbett and Charles Petty to the Presiding Judge of the Humboldt County Superior Court as nominees for the regular member.

5.                   Allocation of Legal Office Assistant I/II for the Child Abuse Services Team

RECOMMENDATION: Approve the allocation.

Health and Human Services - Mental Health Branch

6.                   Lease Agreement for Property at 2950 E Street.

RECOMMENDATION: Approve the lease for the property located at 2950 E Street, Eureka, CA for occupancy by the Mental Health Branch of the Department of Health and Human Services.  Authorize the Chair to sign the lease documents and direct the Clerk of the Board to route a fully executed original lease document to the Real Property Agent.

7.                   Extension of Temporary Salary Increase

RECOMMENDATION: Authorize temporary increase in compensation for staff assigned to the Multi-Dimensional Treatment Foster Care Program, in the amount of one dollar for each hour, after normal work hours, during which they are assigned to be available, effective August 1, 2005.

Health and Human Services - Public Health Branch

8.                   Allocation of .8 FTE Public Health Nutritionist Position

RECOMMENDATION: Approve allocation in the Child Health and Disability Program.

9.                   Request for Approval and Acceptance of a Base Award ($14,131) for Local Assistance Funding and a Food, Shelter, Incentives, and Enables Allotment ($6,000) for the Public Health Nursing Division, Tuberculosis Prevention and Control

RECOMMENDATION: Approve request to accept awards from the California Department of Health Services.

10.               Lead Hazard Reduction Compliance and Enforcement Grant ($15,000)

RECOMMENDATION: Approve supplemental budget for receiving said grant from the California Department of Health Services.

11.               Ambulance Permits

RECOMMENDATION: Renew existing ambulance permits for the following:  Arcata-Mad River Ambulance Service (Service Area I): Hoopa Health Association (Service Area II); City Ambulance (Service Area III); Fortuna/Garberville Rescue Service (Service Area IV); and City Ambulance Garberville (Service Area V).

Library Services

12.               Request to Declare Library Delivery Van (Vehicle No. 10169) as Surplus

RECOMMENDATION: Approve request, and authorize Purchasing Agent to dispose of the surplus property.

Personnel

13.               Receiving of Unanticipated Revenue to be Spent to Cover the Additional Costs of Recruitment and Testing Supplies and Educational Reimbursement

RECOMMENDATION: Adopt supplemental budget ($3,587) for receiving said revenue.

Probation

14.               Request for Adoption of the Fiscal Year 2005-06 Regional Facility Daily Detention Bed Rate ($130.51) for All Referring Counties

RECOMMENDATION: Approve request.

Public Works

15.               Fire Damage Repair - Humboldt County Main Library, Project 621900

RECOMMENDATION: Award the project to Mayan Construction in the amount of $98,155 for the base bid.

16.               Federal Aviation Administration Grants for Arcata-Eureka, Rohnerville, and Murray Field Airports

RECOMMENDATION: Approve grant agreements and supplemental budget for accepting grant funding from the FAA for maximum of $70,000 for Arcata-Eureka, $65,000 for Rohnerville, and $250,000 for Murray Field.

17.               Request to Establish Account No. 0050, Fund Balance Forward, and Clear $60,914 Overdraft in Motor Pool in Fiscal Year 2004-05

RECOMMENDATION: Approve request.

18.               Request to Establish an A-87 Account in Solid Waste, Budget Unit 438

RECOMMENDATION: Authorize the Auditor-Controller to establish Account No. 1100-438-3-137, A-87 Charges, and provide funding by transferring $7,604 from the "Professional Services" line item.

19.               Request for Supplemental Budget ($7,050) for Receiving an Increase in Revenue for Project Fees Collected by the Planning Department

RECOMMENDATION: Adopt supplemental budget for the Land Use Division.

20.               Request for Supplemental Budget ($50,150) for the Parks Division to Allow for Associated Increased Expenditures

RECOMMENDATION: Adopt supplemental budget for costs associated with the Clam Beach Management Plan, park improvement projects, and park operations.

21.               Pay Differential for Tyler Holmes, County Architect

RECOMMENDATION: Approve a temporary increase in compensation of 20 salary ranges through April 22, 2006, or until the classification audit of Mr. Tyler's position is completed (whichever occurs first).

22.               Supplemental Budget for Aviation Capital Projects for Fiscal Year 2004-05

RECOMMENDATION: Adopt supplemental budget ($42,760) for adjusted costs associated with airport projects for installation of a new fuel tank, master plan updates, and removal of houses on Kjer Road

23.               Supplemental Budget to Reflect Actual Expenditures and Available Funding for Fiscal Year 2004-05 in the Special Aviation-Rohnerville Fund

RECOMMENDATION: Adopt supplemental budget ($2,530).

24.               Reimbursement Agreement with the Transportation Security Administration Regarding Law Enforcement Services at Arcata-Eureka Airport

RECOMMENDATION: Authorize the Director of Public Works to sign said agreement.  Approve transfer of $164,600 from the Aviation Enterprise Fund, and authorize the Auditor-Controller to establish the necessary accounts to provide funding for law enforcement services at the Arcata-Eureka Airport.

Sheriff

25.               Request to Disallocate an Emergency Communications Dispatcher Position, and to Allocate a Senior Emergency Communications Dispatcher Position

RECOMMENDATION: Approve request.

26.               Supplemental Budget for the Purchase of Seven Light Bars for Patrol Vehicles

RECOMMENDATION: Adopt supplemental budget ($15,180).

27.               Cooperative Law Agreement with the U. S. Department of Agriculture, Forest Service, Six Rivers National Forests

RECOMMENDATION: Approve agreement for associated financial operating plans for cooperative patrol and controlled substance operations.

28.               Request for Appropriation Transfer in Sheriff's Budget 1100 213 to Clear Edits in Four Fixed-Asset Accounts ($58,847)

29.               Approval of Appropriation Transfer Through Contingencies, and a Transfer From Contingencies--Sheriff's Budget Units 1100221 and 1100 243 (Fiscal Year 2004-05)

RECOMMENDATION: Approve appropriation transfer through Contingencies ($92,288) to clear overdrafts.  Approve a transfer from Contingencies ($60,605) to clear the remaining overdraft in Line Item No. 1100 221 2-125, Transportation and Travel.

County Counsel--Code Enforcement Unit

1.                   Ordinance Amending Section 434-6 of Chapter 4 of Division 3 of Title IV of the Humboldt County Code, Regarding Removal of Unlawfully-Parked Vehicles

RECOMMENDATION: Introduce ordinance by title, waive the first reading, and set for adoption on September 13, 2005.

County Administrative Office (CAO)

2.                   Cox Cable Public Hearing

RECOMMENDATION: Schedule a date and time for a joint public hearing with local participating cities with regard to the Cox Cable Franchise.

3.                   Standing Item--Update on State Budget

RECOMMENDATION: Receive update, and take appropriate action (if required).

4.                   Standing Item (Information Only)--Report from the CAO

RECOMMENDATION: Hear report.

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

1.                   Resolution Adopting 2005-06 Budgets for Special Districts Governed by the Humboldt County Board of Supervisors

RECOMMENDATION: Adopt Resolution No. 05-__.

Community Development Services

2.                   Williamson Act Program--Six Proposed Revisions to Humboldt County's Williamson Act Guidelines

RECOMMENDATION: Approve the six proposed revisions to the 2002 Williamson Act Guidelines.  Adopt Resolution No. 05-__, adopting the Revised Guidelines for Agricultural Preserves.  Direct Planning staff to file the Notice of Exemption, and to give notice of the Board's action to the Farm Bureau, Cattlemen's Association, the State Department of Conservation, Williamson Act contract holders, and any other interested parties.
