RECOMMENDATION: Approve minutes as corrected.

RECOMMENDATION: Reappoint J. Travis to Area I Developmental Disability Program Board; reappoint J. Ingram and C. Wenger to Child Welfare Advisory Board; and reappoint R. Munoz, J. Marshall and J. Able to Forestry Review Committee.

County Counsel

5.                   Use of Azalea Hall by the McKinleyville Community Plan Citizens Advisory Committee

RECOMMENDATION: Authorize the Chair to sign lease agreement with the McKinleyvlle Community Services District.

Employment Training

6.                   Amendment to Contract for Payroll Services for the Summer Youth Employment Training Program

RECOMMENDATION: Authorize Chair to sign contract amendment with John Fullerton CPA.

Health

7.                   Purchase of Computer, Terminals, Printers and Software for Vital Statistics Program

RECOMMENDATION: Approve purchase in the amount of $5,190.

8.                   Compensation for Brian Cox at Level of Supervising Environmental Health Specialist Through July 26, 1996

RECOMMENDATION: Approve request while Jim Clark, Supervisor, is on vacation from July 1 through July 26, 1996.

9.                   Hazardous Materials Response Team Annual Payment

RECOMMENDATION: Approve payment for Fiscal Year 1995-96 in the amount of $22,700.

10.               Request for Substitute Appointment of Deputy Marshal II

RECOMMENDATION: Approve request.

Personnel

11.               Amendment to the Memorandum of Understanding for Units 1-4 (AFSCME)

RECOMMENDATION: Adopt Resolution No. 96-51 providing for a change in medical plan benefits.

Public Works

12.               Request to Declare Eucalyptus, Pine and Alder Trees in Four Areas of the Arcata Airport as Surplus

RECOMMENDATION: Approve request; and direct Purchasing Department to sell such trees, if possible.

RECOMMENDATION: Approve plans and specifications and hold bid opening on August 6, 1996.

RECOMMENDATION: Approve plans and specifications and hold bid opening on August 6, 1996.

RECOMMENDATION: Grant exemption.

RECOMMENDATION: Approve following sites as funds allow; Bartow Rd. Culvert carrying Mill Creek; Central Ave. Culvert carrying Widow White Creek (at Glen's Auto); Central Ave. Culvert carrying Norton Creek overflow (at Bigfoot Gas Station); and Central Ave. Ditch carrying Norton Creek overflow (between Norton Road and Bigfoot Gas Station).

1.                   Adoption of an Interim Monitoring Program and Adaptive Management Practices for Gravel Removal from the Lower Eel and Van Duzen Rivers (continued from the meeting of June 18, 1996)

RECOMMENDATION: Adopt the Interim Monitoring Program and Adaptive Management Practices as amended for gravel removal from the Lower Eel and Van Duzen Rivers.

K.                  ADMINISTRATIVE ABATEMENT HEARINGS

County Counsel

1.                   County v. Fendrick; AP No. 306-051-02; 6622 Second Street, Fields Landing

RECOMMENDATION: Find the conditions of property constitute a public nuisance and order owner to abate same.
