RECOMMENDATION: Approve request.
Health and Human Services - Public Health Branch
RECOMMENDATION: Authorize Chair to sign agreement.
RECOMMENDATION: Approve Amendment No. A01 to Agreement No. 03-75904, which allows the County to be reimbursed up to $227,554 for services performed related to the agreement during the two-year period beginning April 1, 2005.
RECOMMENDATION: Approve amendment, establishing a six-month extension through December 30, 2005. Approve a $44,340 reduction in Budget Unit 405.
Health and Human Services - Social Services Branch
RECOMMENDATION: Approve allocation.
RECOMMENDATION: Approve contract with the Humboldt Literacy Project.
RECOMMENDATION: Approve the reallocation of a vacant part-time (.8 FTE) Office Assistant I/II position in Budget Unit 621 (Salary Range 202/233, Class 179) to the 37.5-Hour Class of Office Assistant I/II (Salary Range 189/220, Class 180).
RECOMMENDATION: Authorize Chair to execute Consent to Sublease.
RECOMMENDATION: Accept said easement from James and Linda Rynearson for the benefit of the Arcata-Eureka Airport.
RECOMMENDATION: Declare the subdivision complete, and accept and approve the final map for filing.
RECOMMENDATION: Approve request, and direct the Auditor-Controller to set up a new fund entitled Passenger Facility Charges 07 with Fund No. 3991.
RECOMMENDATION: Adopt goal of 5.7 for participation in federally-funded construction projects for the 2005-06 federal fiscal year.
RECOMMENDATION: Declare one 1987 JCB loader/backhoe surplus. Authorize the Purchasing Agent to dispose of the surplus property when the Equipment Superintendent puts the replacement in service. Deposit the revenue from the sale in the Heavy Equipment Replacement Fund.
RECOMMENDATION: Approve appointment at Salary Range 291, Step B.
RECOMMENDATION: Approve allocation.
RECOMMENDATION: Reallocate the Administrative Services Officer (Salary Range 369) position currently occupied by Janet Held to Legal Office Business Manager (Salary Range 407) effective the beginning of the bi-weekly pay period following approval. Adopt supplemental budget.

RECOMMENDATION: Review and modify the draft Board of Supervisors' response to the 2004-05 Grand Jury Report. Approve the documents, as maybe modified, as the response from the Board of Supervisors. Direct the Clerk of the Board, within five working days, to submit the final response with an accompanying Board Order, to the Presiding Judge of the Superior Court. Direct the Clerk of the Board, within five working days, to submit two copies of all responses to the County Clerk/Recorder, one of which will be forwarded to the State Archivist, together with a copy of the original report.

2. Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Employees (if required)
5. Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority. Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator. It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

J. PUBLIC WORKS DEPARTMENTAL ITEM--2:00 P.M.
RECOMMENDATION: Receive an updated staff report regarding the draft of said Plan. Approve the draft concept, including any amendments by the Board. Direct staff to return to the Board for certification of the necessary environmental documentation pursuant to the California Environmental Quality Act and for the adoption of the Master Plan.
