RECOMMENDATION: Approve transfer of $33,297.

3.                   Ordinance Amending Section 434-6 of Chapter 4 of Division 3 of Title IV of the Humboldt County Code, Regarding Removal of Unlawfully-Parked Vehicles

RECOMMENDATION: Adopt Ordinance No. ____.

Health and Human Services - Administration

4.                   Request for Approval of the Revised Class Description, Including Title Change, for Senior Mental Health Program Manager; and Allocation of a Full-Time Senior Program Manager

RECOMMENDATION: Approve request.

5.                   Agreement with Sonoma County Department of Health Services for California Children's 5 a Day--Power Play! Campaign Activities

RECOMMENDATION: Authorize Chair to sign agreement.

6.                   Approval of Amendment to State Agreement for Comprehensive AIDS Resources Emergency (CARE) Program; Fund 1175; Fiscal Years 2004-2007 with the California Department of Health Services

RECOMMENDATION: Approve Amendment No. A01 to Agreement No. 03-75904, which allows the County to be reimbursed up to $227,554 for services performed related to the agreement during the two-year period beginning April 1, 2005.

7.                   Approve Contract Amendment No. 00-91274, A02 with the California Department of Health Services for the Medically-Vulnerable Infant Program; Fund 1175, Budget Unit 405, Fiscal Year 2005-2006

RECOMMENDATION: Approve amendment, establishing a six-month extension through December 30, 2005.  Approve a $44,340 reduction in Budget Unit 405.

Health and Human Services - Social Services Branch

8.                   Allocation of Two Administrative Analyst Positions in Budget Unit 511

RECOMMENDATION: Approve allocation.

Library Services

9.                   Contract to Provide Literacy Training for Adults

RECOMMENDATION: Approve contract with the Humboldt Literacy Project.

10.               Reallocation of a Vacant Part-Time Position

RECOMMENDATION: Approve the reallocation of a vacant part-time (.8 FTE) Office Assistant I/II position in Budget Unit 621 (Salary Range 202/233, Class 179) to the 37.5-Hour Class of Office Assistant I/II (Salary Range 189/220, Class 180).

11.               Consent to Sublease With Kyle and Glenda Gabel, d.b.a. Northern Air

RECOMMENDATION: Authorize Chair to execute Consent to Sublease.

12.               Rynearson Avigation Easement; Assessor's Parcel No. 510-011-07; McKinleyville Area

RECOMMENDATION: Accept said easement from James and Linda Rynearson for the benefit of the Arcata-Eureka Airport.

13.               Cook Subdivision Final Map; Assessor's Parcel No. 015-161-01; Eureka Area

RECOMMENDATION: Declare the subdivision complete, and accept and approve the final map for filing.

14.               Request to Establish an Interest-Bearing Trust Fund for Deposit of Passenger Facility Charges Collected from Application No. 07

RECOMMENDATION: Approve request, and direct the Auditor-Controller to set up a new fund entitled Passenger Facility Charges 07 with Fund No. 3991.

15.               Request for Adoption of the Disadvantaged Business Enterprise Goal

RECOMMENDATION: Adopt goal of 5.7 for participation in federally-funded construction projects for the 2005-06 federal fiscal year.

16.               Declare One 1987 JCB Loader/Backhoe Surplus

RECOMMENDATION: Declare one 1987 JCB loader/backhoe surplus.  Authorize the Purchasing Agent to dispose of the surplus property when the Equipment Superintendent puts the replacement in service.  Deposit the revenue from the sale in the Heavy Equipment Replacement Fund.

17.               Request for Appointment at Advanced Step for Emilee Henry, Emergency Communications Dispatcher (Effective August 29, 2005)

RECOMMENDATION: Approve appointment at Salary Range 291, Step B.

18.               Allocation of a Full-Time Deputy Sheriff I/II Position in Budget Unit 221

RECOMMENDATION: Approve allocation.

19.               Reallocation of the Administrative Services Officer Position to the Class of Legal Office Business Manager, and Supplemental Budget ($3,477)

RECOMMENDATION: Reallocate the Administrative Services Officer (Salary Range 369) position currently occupied by Janet Held to Legal Office Business Manager (Salary Range 407) effective the beginning of the bi-weekly pay period following approval.  Adopt supplemental budget.

20.               Establish Revenue Line Item, and Approve Supplemental Budget to Fund a Deputy Sheriff Position

RECOMMENDATION: Authorize the Auditor-Controller to establish a revenue line item:  Donation--Bear River Band.  Approve supplemental budget to fund a Deputy Sheriff I/II per an agreement with the Bear River Band of Rohnerville Rancheria.

21.               Appointment of Board of Directors for the Humboldt County Public Property Leasing Corporation

RECOMMENDATION: Appoint Sam B. Merryman, Jr.; Raymond Flynn; and Harry Pritchard.

1.                   Resolution of Commendation for Allen Campbell on His Retirement as the Director of the Department of Public Works (Supervisor Rodoni)

1.                   Response to the 2004-05 Grand Jury Report

RECOMMENDATION: Review and modify the draft Board of Supervisors' response to the 2004-05 Grand Jury Report.  Approve the documents, as maybe modified, as the response from the Board of Supervisors.  Direct the Clerk of the Board, within five working days, to submit the final response with an accompanying Board Order, to the Presiding Judge of the Superior Court.  Direct the Clerk of the Board, within five working days, to submit two copies of all responses to the County Clerk/Recorder, one of which will be forwarded to the State Archivist, together with a copy of the original report.

H.                  CLOSED SESSION

1.                   Standing Item--Report from Prior Closed Session   (if required)

5.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

J.                   PUBLIC WORKS DEPARTMENTAL ITEM--2:00 P.M.

1.                   County Parks Management Plan--Clam Beach and Moonstone Beach   (Continued from July 19, 2005)

RECOMMENDATION: Receive an updated staff report regarding the draft of said Plan.  Approve the draft concept, including any amendments by the Board.  Direct staff to return to the Board for certification of the necessary environmental documentation pursuant to the California Environmental Quality Act and for the adoption of the Master Plan.
