Board of Supervisors

1.                   Letter to Governor Schwarzenegger in Support of AB 1384, Reauthorizing the Safety Enhancement-Double Fine Zone between Eureka and Arcata until January 1, 2010. (Supervisor Neely)

RECOMMENDATION: Ratify authorization for the Chair to sign a letter of support.

Community Development Services

2.                   Approval of Funding for Local Fire Safe Council Support Projects With HR 2389 Title III - Forest Service Funds.

RECOMMENDATION: Approve funding for one or more of the projects by local fire safe councils in their HR 2389 Title III grant applications out of the remaining un-obligated amount of $5,675 set aside to support local fire safe councils.

County Administrative Office

3.                   Authorize issuance of a Request For Proposal for a Management Audit of the Payroll Division of the Auditor-Controller's Office

RECOMMENDATION: Authorize the issuance of an RFP to conduct a management audit of the Payroll Division of the Auditor-Controller's Office; authorize the CAO to negotiate a contract not to exceed $35,000; and authorize the transfer of $35,000 from Contingencies (1100 990-2-010) to the CAO's budget (1100 103-2-118).

4.                   Approve Transfer from Contingency to Budget Unit 119 FY 2004-05, for Utilities Expense.

RECOMMENDATION: By a 4/5 vote, approve a transfer from General Fund Contingency in the amount of $85,091.00 for fiscal year 2004-05.

Health and Human Services - Public Health Branch

5.                   Senate Bill (SB) 1159, the Disease Prevention Demonstration Project.

RECOMMENDATION: Authorize the implementation of California Senate Bill 1159 and direct the Humboldt County Department of Health and Human Services to implement the program.

6.                   Allocate One Full Time Health Education Specialist I/II in Budget Unit 414.

RECOMMENDATION: Approve the allocation of one full-time Health Education Specialist I/II (Salary Range 292/325, Class 1595) position in budget unit 414, effective upon approval.

7.                   Approval of Child Health and Disability Prevention and California Children's Services Program Plan for Fiscal Year 2005-2006.

RECOMMENDATION: Approve and direct Chair to sign one (1) copy of the Child Health and Disability Prevention and California Children's Services Program Plan for Fiscal Year 2005-2006 and authorize the Public Health Branch to send one (1) original and three (3) copies of the Program Plan to the State Department of Health Services.

8.                   Approval of Budget Revision and Amendment to State Agreement for Housing Opportunities for Persons with AIDS (HOPWA) program, Fund 1175, Fiscal Years 2005-2007.

RECOMMENDATION: Approve amendment number A01 to agreement # 04-35608 with the California Department of Health Services.  Authorize the chair to sign the first page of the complete amendment package and seven (7) additional copies.  Direct the Clerk of the Board to return the complete amendment package and seven (7) additional face sheets to the Public Health Branch.  Approve a budget revision in Fund 1175, Budget Unit #470, HIV CARE Consortium, and direct the Auditor-Controller to revise the budget as shown in Attachment #2.

 

Health and Human Services - Social Services Branch

9.                   Disallocate One Vacant Integrated Caseworker III Position and Allocate One Eligibility Worker I/II/III Position in Budgete Unit 511.

RECOMMENDATION: Disallocate one full-time vacant Integrated Caseworker III (ICW III) position (class 0720, salary range 314, position number 06) in Budget Unit 511 and allocate one full-time Eligibility Worker I/II/III (EW I/II/III position (class 1731, salary range 246/278/304) in Budget Unit 511, effective the beginning of the bi-weekly following approval.

Personnel

10.               Revised Class Description for Bridge Maintenance Worker and Bridge Crew Supervisor.

RECOMMENDATION: Approve the revised class description for Bridge Maintenance Worker and Bridge Crew Supervisor.

11.               Dissolution of Eligibility List for the Class of Probation Division Director.

RECOMMENDATION: Approve the dissolution of the current eligibility list for Probation Division Director effective upon the establishment of a new eligibility list.

Public Works

12.               Ordinance Amending Section 431-65(A(2) of the Humboldt County Code, Relating to Parking on Central Avenue in McKinleyville

RECOMMENDATION: Adopt Ordinance No. ____.

13.               License Agreement With Timothy E. Frost DBA Grounds Keeper Landscape Maintenance, Arcata/Eureka Airport. ($1,560 Annual FAA Funds)

RECOMMENDATION: Authorize Chairman to terminate current llicense agreement with Timothy E. Frost, dba Grounds Keeper Landscape Maintenance and authorize Chairman to sign and execute the license agreement with Timothy E. Frost, dba Grounds Keeper Landscape Maintenance.  Direct the Clerk of the Board to return and executed duplicate to the Land Use Division of the Department of Public Works for transmittal to licensee.

14.               Construction of Storm Damage Repairs on Bald Mountain Road, County Project Number 203155.

RECOMMENDATION: Accept the completed contract, including all change orders approved by the Public Works Department, between R. Brown Construction Company, Contractor, and Humboldt County for the construction of storm damage repairs on Bald Mountain Road.  Approve the claim for payment, as submitted by the Public Works Department to the Auditor-Controller, in the amount of $71,248.14.  Approve the supplemental budget to allocate funds for the payment, Revenue - 1200321-523166 ($3,280.14), Expense - 1200321-0197 ($3,280.14).

15.               License Agreement with Societe Internationale De Telecommunications Aeronautiques ("SITA"), a Belgian Co-operative.

RECOMMENDATION: By a 4/5 vote authorize the Chairman to sign and execute the license agreement with SITA, a Belgian Co-operative.  Direct the Clerk of the Board to return two of the executed triplicates to the Land Use Division of the Department of Public Works for transmittal of Licensee.

16.               License Agreement for Temporary Equipment Storage and Stockpile Site in Orick on the Romanini Property.

RECOMMENDATION: Execute, in duplicate, the license agreement with Eleanor Patricia Romanini, the Surviving Trustee of the Romanini Family Trust dated December 10, 2002.  Direct the Department of Public Works to cause a check to be processed as annual rent for the 2005 fiscal year.  Direct that the license agreement, together with the check, be returned to the Land Use Division of Public Works for further processing.

D.                  SPECIAL PRESENTATIONS

1.                   October 15, 2005 designated as a day to recognize Soroptomist International of Eureka and Humboldt Bay to the cause of caring for people with Alzheimer's Disease. (Supervisor Rodoni)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim October 2005 as Domestic Violence Awareness Month. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim October, 2005 as Children's Oral Health Month. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

4.                   Proclaim October, 2005 as AIDS Public Health Awareness Month. (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

5.                   Proclaim October 2005 as "Breast Cancer Awareness Month" (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

1.                   Cable Franchise Consultant - Report from Consultant.

RECOMMENDATION: Receive and file a report from Sue Buske, cable consultant.  Schedule joint Public Hearing with local participating cities with regard to the Cox Cable Franchise on November 3, 2005, at the Arcata Community Center at 6:30 p.m.

2.                   Report from the Local Independent Observer Program, by Christina Allbright, Coordinator. (Supervisor Woolley)

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.
