RECOMMENDATION: Authorize Chair to sign MOU with the high schools for Arcata, McKinleyville and Fortuna.


11.               Back-to-Work Agreement with American Federation of State, County and Municipal Employees, Local 1684

RECOMMENDATION: Authorize Chair to sign agreement.

12.               Ratification of MOU with American Federation of State, County and Municipal Employees Local 1684

RECOMMENDATION: Adopt Resolution No. 96-87 and authorize Chair to sign MOU.

Planning and Building

13.               Resolution Authorizing Application to the California Coastal Commission for a Zoning Amendment to the Humboldt County Local Coastal Program for the Moser-Hunt Sand Pointe Development Project; McKinleyville Area

RECOMMENDATION: Adopt Resolution 96-86; re-adopt Ordinance 2131 stating purpose Restrictions of Qualified Combining Zone previously applied to project site; and amend Action of 9/25/96; specifically correcting wording of Nos. 7 and 9, as shown on submitted Errata Sheet; and reflecting revised Exhibits A-1 and A-2 Conditions of Project Approval.


14.               Agreement with Correctional Communications Corporation for an Inmate Phone System at Juvenile Hall

RECOMMENDATION: Authorize Superintendent of Juvenile Hall to sign telephone service agreement.

15.               Transfer of Funds from Trust Account and Authorizing Request for Bids, for a New Telephone System

RECOMMENDATION: Approve transfer of $45,000 for the purchase of an electronic key telephone system.

Public Works

16.               Budget Transfer from Contracts Expenditures to New Fixed Asset in Solid Waste Budget Unit 438

RECOMMENDATION: Approve transfer of $5,000 for purchase and construction of fence at the Shively Container Site.

17.               Construction of Central Avenue Signal Upgrade at Pickett Road and Railroad Drive; Contract No. 960010

RECOMMENDATION: Approve plans and specifications and hold bid opening on Tuesday, November 26, 1996.

18.               Proposed Vacation of a Portion of Monument Road; County Road No. 3F020

RECOMMENDATION: Adopt Resolution 96-88 and set public hearing date at least 30 days away.


19.               Supplemental Budget with Offsetting Revenue for Purchase of Firearms, Equipment for Special Enforcement Team, Battery Analyzers, FAX Machine, Personal Computer, Printers and Portable Radios

RECOMMENDATION: Approve supplemental budget in the amount of $136,642.

RECOMMENDATION: Approve transfer for agreements to lease or purchase system approved by Admin. Services.
