1.                   Agreement for Petroleum and Geothermal Property Sales Study ($1,000)

RECOMMENDATION: Approve agreement with the California State Assessors' Association.

2.                   Certificates of Recognition Honoring Travis and Kale Low, Fortuna Kiwanis "Family of the Year" and Connie Berti, Fortuna Kiwanis "Woman of Distinction" (Supervisor Rodoni)

RECOMMENDATION: Ratify the Certificates of Recognition.

RECOMMENDATION: Approve Board Orders.

Health and Human Services - Mental Health Branch

5.                   Annual County Performance Contract

RECOMMENDATION: Authorize the Mental Health Branch Director to sign the 2004-2005 and 2005-2006 Performance Contracts and related Assurances with the State Department of Mental Health.

Health and Human Services - Public Health Branch

6.                   Memorandum of Understanding (MOU) with Eureka City Schools

RECOMMENDATION: Approve MOU to define the responsibilities of each party regarding the provision of case management services to pregnant and parenting teens in the Eureka City School District.

Public Works

7.                   Surplus Parcel on Palmer Creek Road; Assessor's Parcel No. 200-262-006; Fortuna Area

RECOMMENDATION: Declare the real property, APN 200-262-006 on Palmer Creek Road, to be surplus real property.  Direct Public Works staff to proceed with the sale of said property and to deposit the proceeds from the sale into the Road Fund.

8.                   Construction of McKinleyville Avenue Sidewalks, County Project Number 202001

RECOMMENDATION: Accept completed contract with RAO Construction Co. Inc., Contractor, and approve claim for payment ($7,094.56).

9.                   Alves Overflight Easement; Assessor's Parcel No. 511-361-015; McKinleyville Area

RECOMMENDATION: Accept the Overflight Easement to the County of Humboldt executed by Michael A. Alves and Veralei Alves, or their successors, Trustees for the Mike and Vera Alves Revocable Trust dated October 19, 1998, for the benefit of the Arcata-Eureka Airport.

10.               Resolution of Acceptance of Bid by Harry A. Hardin, Eel River Disposal, for Purchase of Real Property on Riverwalk Drive; Fortuna Area; Assessor's Parcel No. 200-353-021

RECOMMENDATION: Adopt Resolution No. 05-__.

D.                  SPECIAL PRESENTATIONS

1.                   Resolution Declaring the Fourth Week of October 2005 as the Honoring Week for Watersheds and Fisheries Restoration Workers. (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

2.                   Proclaim the First Week of November 2005 as Humboldt County Library Week. (Supervisor Neely)

1.                   Request for Transfer from Contingencies ($6,388) to Extra-Help Budget

RECOMMENDATION: Approve transfer, and extend extra-help hours for Bradley Freeman, Agricultural Weights and Measures Inspector, to a maximum of 1,920 hours for Fiscal Year 2005-06.

RECOMMENDATION: Receive update, and take appropriate action (if required).

G.                 MATTER SET FOR TIME CERTAIN

10:00 a.m. - Board of Supervisors

1.                   Eel River Lumber Products - WARN Notice (Supervisor Neely)

RECOMMENDATION: Send a letter requesting that a formal investigation be initiated by the State Department of Industrial Relations immediately; and also ask other local governments, Congressman Thompson, Senator Chesbro and Assemblymember Patty Berg join the Board in requesting the investigation.

H.                  CLOSED SESSION

1.                   Standing Item--Report from Prior Closed Session   (if required)

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Employees   (if required)

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9   (if required)

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

This 15-minute portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers sign the sheet at the front doors of the Chamber by 1:25 p.m.
