1.                   Resolution Commending Mary Eckenrode Larson on Her 80th Birthday and Her Services to Humboldt County

RECOMMENDATION: Adopt resolution.

2.                   Resignations of Jon Sapper and Jan Ostridge from the Alcohol and Drug Advisory Board

RECOMMENDATION: Accept resignations, post vacancies and sign letters of appreciation.

Clerk of the Board

3.                   Approval of the Minutes from the Board Meeting of September 10, 1996

RECOMMENDATION: Approve minutes.

Court Executive Office

4.                   Hiring Freeze Exemption--Clerk of the Court, Budget Unit 216; Position No. 002

RECOMMENDATION: Grant exemption.

5.                   Temporary Pay Increase for Jay Gerstein, Court Clerk II, Filled on a Permanent Basis

RECOMMENDATION: Approve pay increase to the class of Clerk of the Court effective September 9, 1996.

Employment Training

6.                   Extra-Help Extension--Daniel Wilson Educational Lab Instructor

RECOMMENDATION: Grant extension.

Health

7.                   Hiring Freeze Exemption--Environmental Health Specialist I/II Position in Budget Unit 406

RECOMMENDATION: Grant exemption.

8.                   Application to Receive State Funding for Costs Related to Operation and Expansion of Humboldt County's Household Hazardous Waste Program

RECOMMENDATION: Adopt Resolution No. 96-75 supporting application for grant from the California Integrated Waste Management Board.

9.                   Contract Amendment with General Hospital for Fiscal Year 1996-97 for Operation of Indigent Dental Clinic

RECOMMENDATION: Authorize Chair to sign amendment.

10.               AIDS Drug Assistance Program Standard Agreement and Supplemental Budget for Fiscal Year 1996-97

RECOMMENDATION: Authorize Chair to sign agreement and approve supplemental budget of $1,139.

Mental Health

11.               Agreements with Institutions for Mental Health Diseases

RECOMMENDATION: Authorize Chair to sign agreements with Westwood, Merced Manor, San Jose Care and Guidance, Crestwood and Harbor Hills for long-term care for mentally ill; and authorize Mental Health Department to pay base, STP and any additional supplemental rates required to care for Humboldt County residents.

RECOMMENDATION: Approve extension.

14.               Request from Don Davenport for Refund of Application Fees; No. AP 510-181-15; Case No. FMS 14-92

RECOMMENDATION: Reschedule for the meeting of October 1, 1996.

15.               Moser-Hunt Sand Pointe Zoning Reclassification; Major Subdivision; Conditional Use and Coastal Development Permits; File No. APN 511-011-14; Case Nos. ZR 18-94, FMS 11-94, CDP 39-94, CUP 22-94

RECOMMENDATION: Adopt Resolution 96-76 certifying Environmental Impact Report and adopting Findings, Mitigation Monitoring Plan and Statement of Overriding Considerations; adopt Ordinance 2131; reclassifying zoning of subject property; and direct Clerk of the Board to prepare Notice of Local Action for forwarding to Coastal Commission.

Public Works

16.               Transportation Development Act Claim in the Amount of $1,350,092

RECOMMENDATION: Authorize Chair to sign claim.

17.               Agreement with the City of Arcata for the Storage of Two Patrol Vehicles at the Arcata-Eureka Airport

RECOMMENDATION: Authorize Chair to sign agreement.

Sheriff

18.               Operating and Financial Plan Agreement with the United States Forest Service for Campground Patrol

RECOMMENDATION: Authorize Sheriff to sign said agreement.

Social Services

19.               Second Agreement Amendment to Family Preservation and Support Agreement with Eureka City Schools

RECOMMENDATION: Approve amendment to allocate funding for administrative costs (such as mailing).

Administrative Office (CAO)

20.               Budget Adjustments for Fiscal Year 1996-97 County Budget

RECOMMENDATION: Reschedule for the meeting of October 1, 1996.

3.                   Report on Proposed Legislation

RECOMMENDATION: Send FAX to Congressman Riggs to seek assistance in obtaining $500,000 in federal funds to offset the cost of law enforcement associated with demonstrations pertaining to the Headwaters Forest.

4.                   Agreement with City Garbage Company

RECOMMENDATION: Bring back an agreement for Board consideration at the earliest possible date.

5.                   Budget Adjustment Review of Budget Unit 181--Economic Development and Promotion

RECOMMENDATION: Approve recommended distribution of $100,000 for Fiscal Year 1996-97.

RECOMMENDATION: Authorize designated County staff and Board members to participate in October 3, 1996 meeting with Resource Agency.

1.                   Father Eric Duff and Nancy Dervin had concerns about no plan in place to house people in need of shelter during the upcoming winter.Bill O'Neill spoke regarding the EPA grant for riparian vegetation mapping.

1.                   Appeal of Planning Commissioner's Action to Uphold the Planning Director's Determination Requiring a Conditional Certificate of Compliance for a Parcel Created without Benefit of Local Subdivision Review; TRUEMAN VROMAN, Applicant; Case No. CC-02-94; File No. 300-151-15; 4373 and 4385 Campton Road, Eureka

RECOMMENDATION: Deny appeal.
