1.                   Budget Review and Modifications

RECOMMENDATION: Placed a hard "Freeze" on any or all of the following in departments with a net County cost until January 21, 1997;filling of all vacant positions with the exception of those that are necessary for public health and safety; Direct all County departments with net County cost to submit a prioritized list of possible deductions equal to ten percent of their currently approved Fiscal Year 1996-97 net County cost to the CAO no later than January 3, 1997; Direct the CAO to compile a consolidated prioritized County-wide list from the departments January 3, 1997; Direct the CAO to compile a consolidated prioritized County-wide list from the departments' possible reductions to balance the FY 1996-97 budget for Board review and action on January 21, 1997; Set January 21, 1997 for making necessary adjustments to the FY 1996-97 budget.

RECOMMENDATION: Open CDBG Business Loan Fund Program allocated to Humboldt County, to all County incorporated areas as well as the unincorporated areas; allow other Humboldt County financial entities who have expertise in the various jurisdictions to asset expediting the lending process; allow legal staff to amend current Redwood Region Economic Development Commission contract allowing above item to take place and adopt Resolution No. 96-94 to confirm the aforementioned items.

5.                   Ordinance Eliminating a Conflict in the Code Relating to the Enforcement Provisions for Parking Violations in the Garberville Area

RECOMMENDATION: Introduce ordinance by title, find that the ordinance is exempt from CEQA and set ordinance for adoption on December 17, 1996.

1.                   Carlos Benemann asked the Board of Supervisors to immediately ask the Calif Dept of Forestry to rescind all logging permits in the watershed of Francis Creek and to issue a moratorium on new logging permits pending a complete review of the impact of logging in the County-designated critical watershed of Ferndale.
