RECOMMENDATION: Ratify the Resolution.

2.                   Eligibility Renewal for the Federal Surplus Property Program (Supervisor Rodoni)

RECOMMENDATION: Authorize Chair to sign the renewal application.

3.                   Letters Requesting the Support of the Attorney General's Office and the Department of Conservation Office in Pursuing Review of the Recent Court Ruling in the McKee Case, Humboldt County Superior Court No. DR020825 (Supervisor Rodoni)

RECOMMENDATION: Ratify the sending of letters to the Attorney General's Office and the Department of Conservation Office.

4.                   Letters to Senators Boxer and Feinstein Urging Support of the Bipartisan S. 1021, the Workforce Investment Act Amendments of 2005. (Supervisor Neely)

RECOMMENDATION: Ratify the Chair's signature on the letters of support for S. 1021.

RECOMMENDATION: Approve extension of Cox Cable television franchise to March 31, 2006.Authorize staff to continue to work with the cities and the Buske cable-consulting group to finalize the Cable Franchise Agreement with Cox Communications.

RECOMMENDATION: Appoint specified individuals to special district governing boards as shown in submitted report.

22.               Memorandum of Understanding (MOU) Between the Department of Health and Human Services--Public Health Branch and the Probation Department to Define the Responsibilities of Each Party Regarding the Voluntary Chlamydia Testing of Incarcerated and Released Female Adolescents in the Juvenile Detention Center ($2,800)

RECOMMENDATION: Approve agreement with Alcohol Drug Care Services Inc. for operation of a winter shelter through April 30, 2006 ($96,000).

Library Services

25.               FTE Adjustment of Vacant Part-Time Office Assistant I/II Position

RECOMMENDATION: Approve adjustment.

26.               Recognition of Donations Made to the Library and Supplemental Budget in Budget Unit 621

RECOMMENDATION: Adopt supplemental budget ($14,486) for the receiving of donations from the Friends of the Redwood Libraries, the Humboldt Area Foundation, the Friends of the Hoopa Library, the Friends of the Fortuna Library, Hospice of Humboldt, and various individuals.

27.               Amendment to the Contract With the Board of Administration, California Public Employees' Retirement System

RECOMMENDATION: Adopt Ordinance No. ___, providing for a retirement formula of 2.7% @ 55) for miscellaneous (non-safety) members effective June 4, 2006.

28.               Ordinance Amending Chapter 3 of Division 1 of Title II of the Humboldt County Code Relating to Compensation of the Board of Supervisors

32.               Resolution to Apply for Grant Funds from the Per Capita Program Under The Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2002

40.               Resolution to Administer the Completion and Maintenance of Combination Bike Lane/Pedestrian Shoulder on Central Avenue From Highway 101 to Bartow Road

RECOMMENDATION: Adopt Resolution No. 05-87.Administer the design and construction of a combination bike lane/pedestrian shoulder on Central Avenue from U. S. Highway 101 to Bartow Road, subject to the approval of Bicycle Transportation Account grant application.Provide a ten percent (10%) match to the Bicycle Transportation Account funding for the completion of the project.

Community Development Services

1.                   Resolution Authorizing the Submittal of a Pre-Application to the United States Environmental Protection Agency

RECOMMENDATION: Adopt Resolution No. 05-89, authorizing the submittal of a pre-application to the U. S. Environmental Protection Agency for a grant ($1,000,000) to capitalize a Brownfields Revolving Loan Fund; and committing up to $25,000 in matching funds.

2.                   Resolution Authorizing the Utilization of $106,200 from the CDBG Housing Rehabilitation Revolving Loan Account Into the CDBG First-Time Homebuyer Revolving Loan Account to Assist Nine First-Time Homebuyers

RECOMMENDATION: Adopt Resolution No. 05-90.

3.                   Ambrosini Parcel Map Subdivision/Zone Reclassification Application; File No. 100-162-08 et al.Case No. PMS-04-35/ZR-04-11; Ferndale Area

RECOMMENDATION: Adopt the Planning Commission's findings.Tentatively approve Parcel Map Subdivision and the adoption of Ordinance No. 2355, amending Section 311-7 of the Humboldt County Code by concurrently rezoning to remove and then restore the "X" (no further subdivision) combining zone. Transmit the amendment to the implementing zoning maps to the California Coastal Commission for certification in accordance with the Coastal Act.Direct Planning to prepare and file a Notice of Exemption pursuant to CEQA for the project.
