16.               Approval of Contract Number 90-11763 Fetal Infant Death Review Project

RECOMMENDATION: Approve and direct the Chair to sign contracts for the period of June 1, 1991 through June 30, 1993 and send to State Department of Health Services.

17.               Request to Transfer Monies for Communications and Room Partitions for the Environmental Health Division's Relocation to 100 H Street

RECOMMENDATION: Approve the supplemental budget and transfers.

18.               Adoption and Certification of the County Health Services Fiscal Year 1991-92 Plan and Budget for Humboldt County

RECOMMENDATION: Adopt the plan and budget and authorize the Chair to sign certification which is to be submitted to the State Department of Health Services.

RECOMMENDATION: Direct Board Staff to prepare a letter to Governor Pete Wilson to be signed by the Chair, along with a copy of the Associated Press article from Governor Wilson to President Bush re:Mandated Federal Programs, stating the problem counties are having working with State Mandated Programs.

RECOMMENDATION: Receive and file; authorize Chair to attend and participate in Sacramento on January 23, 1992 and report back to the Board with a recommendation in early February.

2.                   Report from Meeting at College of the Redwoods on January 11, 1992 Regarding Formation of a Bioregional Council in the Klamath Province (Supervisor Sparks)

RECOMMENDATION: Oral report no action required.

3.                   Reports on Board Member Travel at County Expense

RECOMMENDATION: No action required.

1.                   Hope McNeil submitted comments concerning information presented in the draft EIR on the proposed placement of the Humboldt County Main Library at the Ingomar parking lot site.William F. Barnum (Barnum Timber and Jacoby Creek Quarry) submitted comments concerning problems with the Planning Department in the processing of permits for surface mines and rock quarries, for example the emergency contract for Migration of the Mouth of the Mad River

2.                   ACTION: Direct Planning Dept. and Admin Office to work out difficulties and to keep Mr. Barnum and Board updated.
