7.                   Request from the City of Fortuna that the County of Humboldt Elections Department Conduct the Municipal Election on April 14, 1992, Including the Publishing of all Election Materials, the Mailing of Sample Ballots, the Hiring of Elections Officers and the Actual Conducting of the Election

RECOMMENDATION: Approve request conditioned upon the City of Fortuna reimbursing the County for costs associated with conducting said election.

8.                   Appointments to the Citizens Advisory Board for the Vietnam Wall Experience

RECOMMENDATION: Appoint Bruce Hay, Ed Hancock, Robert Peterson, David Shaw, Fred McLaughlin, Ken Dunning, Ken Stuber, Amos Clemmons, Debbie Lingle, Howard Rien, SFC Chris Haden, Garth Larson, Steve Gallant, Stu Russell, Nancy SCHWARTZ, Barbara Brewer and Debbie Malone.

RECOMMENDATION: Appoint Sheri L. Johnson to the Community Based Organization vacancy.

10.               Temporary Salary Increase for Anne Swanson, Senior Office Assistant Per Section 7 of the Humboldt County Salary Resolution

RECOMMENDATION: Authorize increase in compensation to Range 186, Step E from February 18, 1991 to March 6, 1991.

11.               Request to Allocate One Vocational Counselor I/II as a Grant Status Position

RECOMMENDATION: Approve request with an effective date of February 2, 1992.


12.               Approval of Allocation of One Half-Time Health Education Specialist I/II

RECOMMENDATION: Approve allocation at Range 209/229, Class 595, Budget Unit 412.

13.               Enforcement Assistance Grant

RECOMMENDATION: Adopt Resolution No. 92-8; submit application and documentation to the California Integrated Waste Management Board; direct the Health Division to prepare and submit a supplemental budget for Board review and approval.

14.               Request to Reallocate Master Plan Administrative Analyst I/II Position for Alcohol and Drug Programs, Budget Unit 1100-425

RECOMMENDATION: Approve request.


15.               Soliciting of Nominations for Surface Mining Citizens Advisory Committee (SMCAC)

RECOMMENDATION: Direct Planning to notify interested parties and the general public; collect nominations for the SMCAC; secure the Planning Commission's recommendations; and present the nominations to the Board for final appointments.

Public Works

16.               Grant Application for Construction of Rest Room Facilities at Big Lagoon

RECOMMENDATION: Adopt Resolution No. 92-9 in support of application for funding to the State of California Wildlife Conservation Board.

17.               Goals for Disadvantaged Business Enterprises (DBE)

RECOMMENDATION: Adopt DBE goal of ten (10%) percent for 1992.

18.               Water Service Extension--Freshwater County Park

RECOMMENDATION: Direct Public Works to consult further with Humboldt Community Services District on this matter.

19.               Valley Flower Bridge on Dillon Road Over the Salt River

RECOMMENDATION: Certify environmental documents, and approve removal of existing bridge and construction of new bridge at approximately the same site.


20.               Request for Extension of Extra-Help Appointments--Class of Correctional Officer I

RECOMMENDATION: Authorize Sheriff to employ temporary employees in said class without regard to the 480 hour limitation specified in Salary Resolution Section 2.d.(6) for the remainder of Fiscal Year 1991-92.

21.               Monthly Report of Inmate Movement December 1991

RECOMMENDATION: Review and file.

22.               Jail Population Report Week of January 5, 1992

1.                   Mabel Riccatelli, a landlady in Eureka, stated that her renters had not paid the rent and were on AFDC.The Director of Health and Social Services was directed to suggest to his colleagues at the next State-wide directors' meeting that they consider Ms. Riccatelli's request.

1.                   New Cummings Road Water Reservoir

RECOMMENDATION: Direct Public Works, CAO, and County Counsel to address the issues, including the wood gulch water line, contained in the document from City Garbage Company dated January 17, 1992; and then report to the Board on January 28, 1992.
