3.                   Report on Budget Impacts Due to Realignment

RECOMMENDATION: Receive report from Health and Social Services Director on February 11, 1992.

4.                   Approval of Nursing Agreement No. 92-1 Between Humboldt State University and the Health and Social Services Department and the Mental Health Department

RECOMMENDATION: Authorize Chairman to execute agreement for use of County clinical facilities for the University's Nursing Program clinical nursing experience.

5.                   Transfer of $650 from Underground Storage Tank Program to Revenue Account Number 631-280

RECOMMENDATION: Approve transfer and establish new fixed asset line item entitled File Cabinet-5 High.

6.                   Request to Transfer $282 from Trusts to Cover Increased Cost of Copy Machine for Use by Environmental Health Programs

RECOMMENDATION: Approve request.

7.                   Request to Rescind Action Number 2, Exhibit A-4, Agenda Item G-1, of January 21, 1992 (which approved a supplemental budget for a new Probation Foster Care account)

RECOMMENDATION: Approve request and assign the vehicles to Humboldt Transit Authority (HTA) at no cost to HTA, for trade-in on new backup vehicles for HTA and "Quail" use.

RECOMMENDATION: Approve the General Plan Amendment and Zone Reclassification.

4.                   An Amendment of the Freshwater Community Plan, Humboldt Bay Local Coastal Plan and Eel River Local Coastal Plan for the Humboldt Community Services District and Riverside Community Services District; and a Zone Reclassification for a Portion of a Parcel that will be Used by the Humboldt Community Services District for a Booster Pump Station (From Rural Residential Agricultural to Public Facility 2

RECOMMENDATION: Adopt Resolution No. 92-14 amending the Humboldt County General Plan Volumes I and II and adopt Resolution No. 92-15 submitting Coastal Program Cleanup to the Coastal Commission for certification as a local coastal plan (LCP) amendment.

5.                   Appeal of Planning Commission's Denial of Tentative Final Map Subdivision Application FMS-03-91; MARK BURTCHETT, Applicant; McKinleyville Area

RECOMMENDATION: Refer project back to the Planning Commission for reconsideration.
