Administrative Services

1.                   Courthouse and Phase I/II of New Court Facilities--Appraisals in Connection with Certificates of Participation

RECOMMENDATION: Authorize Real Property Services to negotiate a contract with Nilsen and Associates to update the 1993 appraisal on the courthouse and to do a full appraisal on Phase I of jail for a "not to exceed" cost of $10,000.

2.                   Proposed Sale of APN 510-401-20 (1606 Picket Road) to the McKinleyville Community Services District

RECOMMENDATION: Hold public hearing on May 7, 1996 at 1:45 p.m.

Board of Supervisors

3.                   Resolution to Commend the California Conservation Corps, Fortuna High School's Creeks Project and AmeriCorps Cadre of Corps Programs (Supervisor Heider)

RECOMMENDATION: Adopt resolution of commendation.

4.                   Designation of Suppression of Drug Abuse in Schools Local Advisory Committee and Approval of Appointees (Supervisor Fulkerson)

RECOMMENDATION: Approve designation of committee and authorize Chair to sign Certification of Committee.

5.                   Resolution Recognizing April 20, 1996 as Samoa Peninsula Community Clean-up Day (Supervisor Fulkerson)

RECOMMENDATION: Ratify resolution.

RECOMMENDATION: Authorize Chair to sign contract with the State Department of Food and Agriculture.

12.               Memorandum of Understanding (MOU) for HIV Testing Program

RECOMMENDATION: Authorize Chair to sign MOU with State Department of Health Services Office of AIDS.

15.               Budget Appropriation Transfer of $400 for the Purchase of a Computer with a Large Monitor

19.               Providing Parking Space on Vacant Land Commonly Known as Halverson Site on Waterfront Drive

RECOMMENDATION: Authorize Chair to sign license agreement with the City of Eureka.

Social Services

20.               Supplemental Budget for the Purchase of the Upgraded GEMS Computer System for GAIN Program

RECOMMENDATION: Approve supplemental budget in the amount of $67,000.

RECOMMENDATION: Authorize Chair to sign contract with Bi-Tech Software, Inc. in the amount of $396,233.

RECOMMENDATION: Authorize Chair to sign said Plan.

1.                   Don Davenport asked that the Board consider restricting the parking of recreational vehicles, motor homes, utility trailers and sailboats in high-density residential areas.

Public Works

1.                   Consideration of Revision in Rate Charges to Customers at Cummings Road Landfill and Consideration of Ordinance Which Revises Fees Charged for Disposal of Solid Waste at Redway Transfer Station

RECOMMENDATION: Introduce ordinance by title, waive first reading and set for adoption on April 30, 1996.
