Administrative Office (CAO)

1.                   Agreement with Humboldt County Fair Association

RECOMMENDATION: Authorize and direct the chair to execute the agreement, effective January 1, 1992 through June 30, 1996.

Auditor-Controller

2.                   Supplemental Budget for Emergency Services Retirement

RECOMMENDATION: Approve supplemental in the amount of $12,598.

3.                   Audit Contract for Fiscal Year Ended June 30, 1991

RECOMMENDATION: Approve contract with David L. Moonie and Company CPAs for auditing and authorize the Chair to sign the agreement.

4.                   Allocation of State Property Rental

RECOMMENDATION: Allocate the income as follows:City of Eureka $51,824.87; County Road Fund $52,274.15; and Prior Unsecured Taxes Possessory interest $5,305.64.

5.                   Fund Ledger Transfers

RECOMMENDATION: Approve transfers.

6.                   Reissuance of Cancelled Warrant

RECOMMENDATION: Approve reissuance in the amount of $77.50 to Tapuni and Mary A. Loelu.

Board of Supervisors

7.                   Letter of Opposition to Senator Keene and Assemblyman Hauser Re the Proposal to Divert Proposition 99 Funds into the Medi-Cal Program (Supervisor Dixon)

RECOMMENDATION: Approve request and authorize the Chair to sign.

8.                   Resolution Commending Harry Dixon upon His Retirement from the Assessor's Office After More Than 27 Years of Service (Supervisor Dixon)

RECOMMENDATION: Adopt resolution and authorize the Chair to present it at the retirement celebration on February 14, 1992.

9.                   Ratification of Resolution for Reverend Amos Clemmons which was Presented at His Retirement Celebration on February 9, 1992 (Supervisor Neely)

RECOMMENDATION: Adopt resolution.

10.               Letter of Commendation to Jack A. Shaffer upon His Resignation from the Humboldt County Mental Health Advisory Board (Supervisor Sparks)

RECOMMENDATION: Accept letter of resignation; direct board staff to prepare letter and direct the Clerk of the Board to post the vacancy.

RECOMMENDATION: Approve minutes.

12.               Appointment to the Area I Developmental Disability Program Board

RECOMMENDATION: Appoint Deborah S. Prosser for a three-year term to expire February 11, 1995.

13.               Board Referral Status Report as of December 31, 1991

RECOMMENDATION: Receive and file.

14.               Microfilming Court Files Contract

RECOMMENDATION: Approve and authorize the Chair to sign contract with Delta Microfilm Service to record up to $12,000 worth of Superior Court records.

Data Processing

15.               Amendment to UNISYS Finance Corporation Lease Agreement No. 6607 Schedule 02

RECOMMENDATION: Authorize the Chair to sign Amendment B.

16.               Request for Proposals Correctional Management Computer System

RECOMMENDATION: Authorize Data Processing to issue the request.

Health Division

17.               Recommendation to Balance the Revised Trust Fund Estimates for Current Fiscal Year

RECOMMENDATION: Receive and file.

Mental Health

18.               Humboldt Home Health/Alcohol Contract

RECOMMENDATION: Approve and authorize the Chair to sign a contract between the County and Humboldt Home Health Services in the amount of $7,000.

Personnel

19.               Request for Budget Appropriation Transfer for the Purchase of Chairs for VDT Users

RECOMMENDATION: Approve request in the amount of $10,000.

Probation

20.               Extension of 480 Hours for Extra Help Group Counselors

RECOMMENDATION: Authorize temporary counselors Chris Berger, Veronica Bodeen and Tina Bradford to work an additional 480 hours.

Public Defender

21.               Substitute Appointment

RECOMMENDATION: Approve the appointment of Kerry Walker, Paralegal to the position of Investigator during the absence of Investigator Dave Cooper effective January 13, 1992.

Public Works

22.               Airport Services Worker Position Allocation

RECOMMENDATION: Increase two half-time positions to full-time equivalent.

23.               Request for Waiver of 480 Hour Limitation on Temporary Employees

RECOMMENDATION: Authorization to hire temporary employees working in different divisions in classes of Automotive Mechanic I and Airport Services Worker II without regard to 480 hour limit for remainder of FY 1991/92.

24.               Declare Motor Grader No. 71605 as Surplus

RECOMMENDATION: Declare a 1972 Caterpillar motor grader as surplus and authorize the Purchasing Agent to dispose of unit.

25.               Jail Population for the Week of January 26, 1992 Through February 1, 1992

RECOMMENDATION: Receive and file report.

1.                   AIDS Anti-Discrimination Ordinance

RECOMMENDATION: Reschedule adoption of Ordinance for the meeting of February 18, 1992.

Public Works

2.                   Public Hearing Report Proposed Rate Increase for City Garbage Company, Cummings Road landfill

RECOMMENDATION: Receive submitted report as the Public Hearing Report for the public hearing scheduled for February 25, 1992.

3.                   Expansion of Landfill Siting Request for Proposals to Include Adjoining Counties

RECOMMENDATION: Refer matter to the Integrated Waste Management Task Force for Report back on March 3, 1992.

4.                   Shelter Cove Airport Operation/Ownership Agreement

RECOMMENDATION: Accept for review, the additional information and recommendation by Hodges and Shutt; hold a joint meeting with the Shelter Cover Resort Improvement District Board on May 19, 1992 to discuss the County's future involvement with the airport.

District Attorney

5.                   Exception from the Hiring Freeze to Fill Legal Secretary I/II and Deputy District Attorney Position

RECOMMENDATION: Authorize an exception and approve filling position.

RECOMMENDATION: Approve an immediate 3% reduction in the total services and supplies budgets for all General Fund departments with net County costs.
