1.                   Resolution in Memory of Frank Ericson, County Clerk Volunteer (Supervisor Fulkerson)

RECOMMENDATION: Ratify resolution read at funeral for Mr. Ericson who passed away on March 31, 1996.

Court Executive Officer

2.                   Hiring Freeze Exemption--Filling of Court Clerk I/II Position

RECOMMENDATION: Grant exemption.

Employment Training

3.                   Disallocation of Client Services Worker I/II Worker Position and One Vocational Counselor I/II Position

RECOMMENDATION: Approve disallocation, and authorize Personnel Dept. to issue layoff notices.

Health

4.                   Request to Establish Professional and Special Services Line Items in Budget Units 418, 419, 420 and 493

RECOMMENDATION: Approve request at a total of $160.

Mental Health

5.                   Extra-Help Extension--Positions of Mental Health Worker, Crisis Specialist and Mental Health Worker

RECOMMENDATION: Approve extension for said positions.

RECOMMENDATION: Dissolve list upon the establishment of a new eligibility list.

8.                   Award of Contract for Storm Damage Repairs to Dyerville Loop Road No. 349945

RECOMMENDATION: Award the project to R. Brown Construction Inc.

9.                   Agreement with Humboldt Senior Resource Center and Adult Day Health Care of Mad River

RECOMMENDATION: Authorize Chair to sign agreement for transportation services for elderly and functionally disabled.

10.               Completed Contract--Remodel of Former Library Facility at Humboldt County Courthouse; Project 170851

RECOMMENDATION: Accept completed contract with M. Jones Construction and approve payment of $19,251.30.

11.               Supplemental Budget of $7,800 to Professional Service Line Item

RECOMMENDATION: Approve expenditure from Recorder's Modernization Trust.

12.               Disallocation of Recordable Documents Examiner I/II Position in Dept. 267 Records Conversion

RECOMMENDATION: Authorize Chair to sign said letter to Department of Corrections supporting the concept.

RECOMMENDATION: Accept petition to amend Garberville/Redway/Alderpoint/Benbow Plan and associated zoning, subject to agreement by applicant to reimburse all actual costs incurred in processing application to conclusion.

4.                   Southern Humboldt Senior Care Plan Amendment Petition; Garberville Area; AP32-111-24; GPA 13-95

RECOMMENDATION: Accept petition to amend Garberville/Redway/Alderpoint/Benbow Plan and associated zoning, subject to agreement by applicant to reimburse all actual costs incurred in processing application to conclusion.

5.                   Contract Recommendations--Medical Services at Humboldt County Correctional Facility and Juvenile Hall

RECOMMENDATION: Accept the California Forensics Medical Group Option 3 proposal.

6.                   Purchase of Chambers Video System and Replacement of Audio System Components

RECOMMENDATION: Approve purchase, replacement and transfer of funds in the amount of $36,500.

7.                   Report on Proposed Legislation--Assembly Bill 2828 (Sweeney); Local Government Finance

RECOMMENDATION: Authorize Chair to sign letter of support for said bill SB 1865, AB 2797 and AB 2228.

RECOMMENDATION: Appoint Supervisors Dixon and Neely as Board subcommittee to monitor proposal.

2.                   Consideration of Revision in Rate Charged to Customers at Cummings Road Landfill and Consideration of Ordinance Which Revises Fees Charged for Disposal of Solid Waste at Redway Transfer Station

RECOMMENDATION: Reschedule for the meeting of April 16, 1996.
