RECOMMENDATION: Approve appointment.

3.                   Request to Declare 721 Vote Recorders and Related Supporting Equipment as Surplus Property

RECOMMENDATION: Approve request and authorize Purchasing Agent to dispose of same.

District Attorney

4.                   Request to Establish an Extra-Help Line Item in the amount of $8,693--Spousal Abuser Prosecution Program

RECOMMENDATION: Approve request for Spousal Abuser Prosecution Program.

Employment Training

5.                   Technical Assistance Training and Support for Automated Tracking System Software Maintenance

RECOMMENDATION: Approve amendment to Agreement with Shasta Private Industry Council (extend to 300 hours).

Health

6.                   Purchase of Two Computer Systems in the Amount of $1,360 for HIV Testing Program

RECOMMENDATION: Approve purchase and establish fixed-asset Line Item.

Library Services

7.                   Memorandum of Understanding Establishment of Kris Kelly Health Information Center in the Main Library

RECOMMENDATION: Approve Memorandum of Understanding with St. Joseph Hospital/Eureka.

Mental Health

8.                   Extra-Help Extension for John Clark LVN--Psychiatric Technician at Sempervirens

RECOMMENDATION: Approve extension to 960 hours.

9.                   Purchase of Overhead Projector and TV/VCR Combination for Alcohol and Other Drugs Prevention Activities

RECOMMENDATION: Approve purchase in the amount of $1,240 and establish line item.

Planning and Building

10.               Refund of Application Fees to Aitken Blacktop Inc. in the Amount of $469.40

Probation

11.               Diagnostic Studies and Evaluations of Serious Youthful and Delinquent Offenders

RECOMMENDATION: Authorize Chief Probation Officer to sign contract with the California Youth Authority.

Public Works

12.               Award of Contract for Storm Damage Repairs to Dows Prairie Road; Project No. 608123

RECOMMENDATION: Award the Project to Figas Construction.

13.               Award Contract for Construction of Bridge Over Price Creek; Project No. 940045

RECOMMENDATION: Award the Project to Griggs Corporation.

14.               Improvements to Chemise Mountain Road to Decrease the Summertime Dust Problem

RECOMMENDATION: Authorize PW Director to sign Cooperative Agreement with Bureau of Land Management.

15.               Amendment to Unincorporated Arcata Area Solid Waste Franchise Collection Agreement

RECOMMENDATION: Approve amendment to agreement with Arcata Garbage Inc. to include 2-cubic yard bin service.

Sheriff

16.               Policies and Procedures for the Sheriff's Special Investigative Fund

RECOMMENDATION: Accept and file copy of said policies and procedures.

17.               Increase of Twenty Salary Ranges for Correctional Lieutenant Larry Whitford

RECOMMENDATION: Approve increase from March 25, 1996 through April 8, 1996 while filling in as Jail Administrator.

RECOMMENDATION: Receive report concerning Chamber's Visitor Information Center and tourism support program.

Public Works

1.                   Contract Change Orders in Excess of $10,000 for Jail, Road, Bridge, and Airport Projects (None)

2.                   Standing Agenda Item for Advertisement or Award of Storm Damage Repair Projects--Mattole Road Project No. ER 2802(1)

RECOMMENDATION: Hold bid opening on June 4, 1996 for construction of storm damage repairs to Mattole Road.

1.                   Sven Kahle said that his permit for a subdivision had expired.He now has to pay $863 in fees to reapply to complete the subdivision.He feels this is excessive.Robert Vaughn Sr. thanked the Board for supporting a year round homeless center.

J.                   PUBLIC HEARINGS 1:45 P.M.

Administrative Services

1.                   Proposed Sale of APN 501-401-20 (1606 Pickett Road in McKinleyville) (4/5 vote required)

RECOMMENDATION: Authorize sale of said property to the McKinleyville Community Services District as directed.

Building Inspections

2.                   Request for Variance to the Flood Damage Prevention Ordinance to Allow Construction within the Flood Plain; Seventh Day Adventist Church, Applicant/Appellant; File No. AP211-151-20

RECOMMENDATION: Close public hearing and continue Board Deliberation to the meeting of May 28, 1996.

Public Works

3.                   Appointment of a County of Humboldt Extraction Review Team

RECOMMENDATION: Adopt Resolution No. 96-37 establishing said team and appoint members.
