RECOMMENDATION: Authorize Chair to sign plan for Fiscal Year 1995-96.

RECOMMENDATION: Authorize $104,622 in funds budgeted in Budget 169 Contribution to Enterprise Funds--Aviation be used to cover a prior year deficit as well as for this year's deficit; and credit $35,357 in Passenger Facility Charges.

26.               Draft Resolution for Evaluating Proposed Names for Roads, Bridges, Parks and Geographic Features in Humboldt County

RECOMMENDATION: Schedule public hearing for September 26, 1995 at 2:00 p.m.

2.                   Request to California Coastal Commission for Assistance from the Attorney General for Help in Enforcing Beaches and Dunes Management Plan (Supervisor Dixon)

RECOMMENDATION: Authorize Chair to sign letter to Coastal Commission requesting assistance of the State Attorney General; and authorize Chair to sign a letter to Senator Mike Thompson requesting legal research on the enforcement responsibilities of the State OHV Commission.

F.                  DEPARTMENT REPORTS

Public Works

1.                   Contract Change Orders in Excess of $10,000 for Jail, Library, Road, Bridge and Airport Projects (if required) (NO CHANGE ORDERS REQUIRED)

2.                   Standing Agenda Item for Advertisement or Award of Storm Damage Repair Projects

RECOMMENDATION: Authorize Chair to sign contract with Mercer Fraser Co., for $133,086 for construction of "temporary" roadway across slide which destroyed Redwood Drive last March; authorize Chair to sign contract with John N. Petersen, Inc. for construction of storm damage repairs to Mattole Road; and authorize Chair to sign agreement with Haberstock Surveying to perform survey work for storm damage repairs at various locations as listed therein.

3.                   Report on Proposed Legislation

RECOMMENDATION: Reaffirmed the Board's support of Assembly Constitutional Amendment 8, which would require that the State fund mandates to counties.

1.                   Horse Stonewalker says that there is no emergency plan for any kind of outbreak in the County.He also made several statements about homelessness in Humboldt County.

RECOMMENDATION: In accordance with Resolution #1024 there are herewith submitted check registers covering disbursements made during the month of July 1995.
